European Aviation Safety Agency
EASA recently issued NPA 2013-19 which amends the
remaining annexes of EC 2042/2003 to introduce the Safety
Management System in Part 66 and Part 147. Together
with the NPA 2013-01 issued earlier this year, it now covers all annexes of the above mentioned EC regulation. This
includes Part M, 145, 66 and 147.
Similar to the approach in Part M and Part 145, this NPA
proposes an implementation of SMS in the remaining other
areas.
Part 147 training organizations shall, therefore, regardless
of their size, nature and complexity, be required to implement the new management system framework.
To ensure proportionality, the "management system"
AMCs proposed to be included for Part 147 reflect the
AMCs included for those organizations within the scope
of Commission Regulation 290/2012 (for pilot training and
aero-medical centers) that qualify as "non-complex."
Part 66 is affected by an amended Syllabus for Module 9A
and 9B including topics like risk management, occurrence
reporting and safety culture.
The deadline to receive industry comments is Jan. 10,
2014.
EASA did speed up its process to provide publicly available consolidated regulations. It offers Part ORA (organization requirements for aircrew), Part 21 (initial airworthiness),
AIR OPS (EASA OPS) and the previous released publications containing Part 145, Part M and Part 66. These publications (both electronic as well as hardcopies) are not free and

must be ordered through the EASA bookshop. Some of the
above mentioned regulations are already outdated.
The price for an electronic version (only CD) is currently €35, while the hardcopy depends on the size of the
document and varies between €50 for documents with less
than 500 pages and €100 for a publication with more than
500 pages.
The so-called Part M General Aviation Task Force has
released the consolidated comment response document CRD
to NPA 2012-17, which in Phase I (Phase II pending) tries
to identify a first set of alleviations for which an extensive
regulatory impact assessment was not required. The conclusion drawn by the task force was as follows:
* Wide support from the aircraft owner community,
especially the declaration of the maintenance program by the owner.
* Support from maintenance organizations and continuing airworthiness management organizations,
except for the option of declaration of the maintenance program by the owner.
* Support from manufacturers, with certain comments
from balloon manufacturers questioning the introduction of the minimum inspection program.
* Support from NAAs, with mixed opinions on the
option of declaration of the maintenance program by
the owner.
* General request for clarifying which specific activities would not fall under the definition of "commercial operations."
In addition, the community encouraged EASA to continue
with further alleviations during Phase II.
The draft opinion (proposed amendment of the
Commission Regulation 2042/2003) includes next to the
new definition of the European Light Aircraft (ELA) 2,
the proposed amendment to Annex I (Part-M) with new
or revised text to cover the proposed changes. The indicated changes may be issued as amended regulation and
AMC within three months.

* CAAP 233-1(1): Electronic Flight Bags has been

* DRAFT CAAP 42W-2(6) - Authorized Release
Certificate has been published on the CASA website for comment and review.
