development and should be ready for the
spring of 2015. This will document the
required changes and what publication
and consultation process is necessary.
The plan is to develop an NPA to
introduce changes to the standards later
this year and then publish the NPA for
public comment. The publication of
the revisions should take place within
the time period of the exemption, as
only standard changes are being made.
According to the new CARAC process,
standard changes can be made in a
shorter time frame than regulations. The
TCCA does not see the need for industry
input prior to this. As the changes are
in line with the current exemption, this
is reasonable and there will be ample
opportunity to comment once the NPA is
published.

Transport Canada to issue
a PICA on specialized
maintenance for 406 ELTs
The TCCA will be issuing a PICA for
the revision of CAR 571 and Standards
551 and 571 in regards to 406 emergency
locator transmitters. Currently, there
is an exemption in place that relieves
avionics shops from needing specialized
maintenance approval for installation of
406 ELTs.
The plan is to create a focus group to
help develop the NPAs required to deal
with installation and maintenance of 406
ELTs. Much of the recommendations
being considered are coming from the
input of the AEA and will look at the
current maintenance history, issues and
other items. Some of the considerations
are to possibly extend maintenance
requirements as defined in Appendix G
(AWM 571).
The changes to Standards 551 and
571 will occur relatively quickly, as they
are standards; however, the changes to
CAR 571 will take a little longer. The
need to deal with this in the interim
will be discussed during the industry
consultations; however, the exemption
is in place until 2019, and this should
provide sufficient time.

European Aviation Safety Agency
The EASA announced senior management changes in January 2015
following the new organization structure announced on Sept. 1, 2014.

Luc Tytgat was appointed by the EASA Management Board as
director of the newly created Strategy and Safety Management
Directorate. Tytgat will be in charge of raising safety
intelligence and developing a better and more agile regulatory
framework.
Olivier Ramsayer was appointed as the new resources and
support director. Ramsayer will be in charge of simplifying
and raising the efficiency and flexibility of the EASA support
services.
Trevor Woods, currently Flight Standards director, will replace
Norbert Lohl as certification director. Woods will address
the new challenges faced by the agency in the evolution of
technologies and constraints on resources in the certification
domain. Lohl retired at the end of February 2015.
Wilfried Schulze, deputy director, will be acting as flight
standard director.

On Jan. 29, the EASA played host to the fifth certification workshop
in Cologne. One topic discussed was an update on the EASA
rulemaking for the remotely piloted aircraft systems with a maximum
takeoff weight of 150 kilograms or more and not used in military,
customs, police, search and rescue, firefighting, coast guard or similar
activities or services. Excluded are further RPAS designed or modified
for research, experimental or scientific purpose to be produced in very
limited numbers. The EASA issued a policy considered an interim
solution and shall be applied by the agency when certifying unmanned
aircraft systems.
The EASA is the competent authority for RPAS with a MTOM
greater than 150 kg., while national authorities are responsible for
RPAS with an MTOM less than 150 kg.
The identified approach for the EASA to develop the regulation is
to base that regulation on the ICAO UAS standards and recommended
practices and using joint authorities for rulemaking on unmanned
systems to provide the certification basis for UAS, propose the
operational regulatory materials and develop system safety material for
RPAS and their operation.
The standards developed by JARUS will be applicable not only to
RPAS above 150 kg. but also below.
The current plan the agency identified is to provide a regulatory
framework for RPAS by March 2015 and to provide an NPA on the
guidelines on smallest RPAS by the end of the second quarter this year.
