Scenario-based training,
data sharing keys to helicopter safety

cenario-based training is a key factor to improving
safety in U.S. civil helicopter operations, according
to the United States Helicopter Safety Team. The
USHST is a volunteer partnership formed to improve safety and
reduce the fatal accident rate of civil helicopters, taking a datadriven
approach to mitigating risk and improving safety.
The USHST is made up of stakeholders including helicopter
operators, aircraft manufacturers, Federal Aviation Administration
representatives, and others.
The group analyzed 104 fatal accidents over the five-year
period from 2009 to 2013. Fifty-two of the accidents were
categorized as loss of control, unintended flight into instrument
meteorological conditions, and low-altitude operations. In
reviewing 21 of those accidents, it was determined that if the
pilot had seen the scenario before, they likely would not have put
themselves or the aircraft at risk.
Increase simulator use and
scenario-based training efforts
The USHST often identified the pilot's poor judgement or lack
of aeronautical decision-making as a contributing factor in these
accidents. This observation drove the team to produce a safety

enhancement, essentially a recommendation to industry, FAA, or
other stakeholders, to increase the use of simulation in training
and increase the focus on safe aeronautical decision-making.
Scenario-based training is one way to effectively use
simulation to improve aeronautical decision-making, so the
USHST developed a series of scenarios to help instructors
implement it in their own curriculums. The scenarios are available
for free on the USHST website at ushst.org.
" We wanted to offer the industry a way to recreate these
scenarios in a virtual environment where pilots could safely learn
from their mistakes before they make any errors in judgement and
therefore prevent placing themselves in similar at-risk situations
in the future because they had seen it before, " said Nick Mayhew,
CAE International business development manager and industry
co-chair of the USHST.
" Scenario-based training in simulation enables pilots to
practice and rehearse before they make any errors in judgement
that would place them in similar at-risk situations. We built lesson
plans around each scenario and issued a recommended practices
document that can be found on the USHST website. "
Scenario-based training differs from traditional training
methods. Rather than focusing on repetitive practice of
