The reason for the  is widely misunderstood, as
demonstrated by the largely negative public comments to
date. The proposed rule is not a futile attempt by the FAA
to meet the green trend. ather, the proposed rule would
align with emission standards set by the International
Civil Aviation Organiation with staunch support in its
development from the aviation industry. Since 2, ICAO
has considered actions that would limit or reduce aviation's
impact on climate. The rogramme of Action includes a
basket of measures  one of which is a technology-based
certification standard for CO2
emissions from airplanes.
In February 21, the Committee on Aviation
Environmental rotection, a technical committee of ICAO,
which assists in formulating ICAO policy and drafting
standards and recommended practices related to aircraft
noise and emissions, agreed on a new CO2
emission
standard for certain airplanes. The standard was adopted by
ICAO in arch 217.
Contrary to some concerns in public comments,
the proposed standards are not being pushed solely by
international interests. oth the FAA and the Environmental
rotection Agency participate in the CAE, and the EA's
new 4 CF art 1 and the FAA's new 14 CF art 8
are intended to align with one another.
