Canadian ADS-B mandate
The final item of " new " technology is the ADS-B
mandate to enhance aircraft operations in Canada. While
ADS-B is certainly not new, the Canadian mandate to
support space-based ADS-B is. As we know, the airspace
in Canada was privatized in 1996 and is the responsibility
of Nav Canada; as such, it has certain rights and
responsibilities with regards to establishing equipment
requirements for the safe operations. The following is
from Nav Canada:
* The mandate will come into effect in Class A and
B Canadian airspace above 12,500 feet on Feb. 23,
2023.
* RTCA DO-260B, Minimum Operational
Performance Standards, or newer.
* Have antenna capability for broadcast toward
space-based ADS-B receivers emitting 1090 MHz
extended squitter.
* This requirement can be met either through antenna
diversity (the use of a top and bottom antenna) or
with a single antenna that is capable of transmitting
both toward the ground and up toward satellites.

Workforce development
There has been a number of events to report regarding
workforce development. First, the Women in Aviation
Advisory Board submitted its report to the FAA. The
objective of the WIAAB is to develop and provide
independent recommendations and strategies to the
agency to explore opportunities to encourage female
students and aviators to pursue a career in aviation. The
report contained 55 recommendations, which industry is
encouraged to review as part of the effort to recruit, hire,
and retain women in aviation and avionics maintenance.
The FAA published the long-awaited 14 CFR Part 147
interim final rule, where the agency is simply adopting
the statutory language and implementing that language
directly into the regulations. Accordingly, the FAA finds
it unnecessary to provide notice and an opportunity to
comment prior to issuing this final rule. There are a
number of significant changes that are being introduced;
most notably, the appendix to Part 147 has been removed

and replaced with a performance standard aligned with the
airman certification standards.
And finally, as of early May, the Part 65, Subchapter D,
§ 65.101 Repairman Certificate Portability Working Group
has officially kicked off. The group will provide advice
and recommendations to ARAC on the most effective
ways to allow a repairman certificate issued under §
65.101 to be more portable from one employing certificate
holder to another. Again, the AEA is actively involved in
this activity, as I have been designated the working group
chair. Also, working group members include AEA member
companies Duncan Aviation and Garmin International.
Still waiting
There are two FAA rulemaking activities with an
expected date of publishing a proposal later this year.
The first is MOSAIC, or the Modernization of Special
Airworthiness Certificates. The rumors of this proposal
are across the spectrum. Originally intended to address
experimental, amateur-built aircraft, light-sport aircraft,
and personal-use aircraft, this activity was hijacked by
the development of advanced air mobility aircraft and
therefore morphed into a catch-all activity for everything
ailing the EAB, LSA, and AAM communities. We will
have to wait for the publication of the proposal, expected
by the end of 2022, to fully understand what is being
proposed.
The second rulemaking of interest in 2022 is the safety
management system for Parts 21, 91, 135 and 145. This
rulemaking would require:
* Persons engaged in the design and production of
aircraft, engines, or propellers;
*
Certificate holders that conduct common carriage
operations under Part 135;
* Persons engaged in maintaining Part 121 aircraft
under Part 145;
*
Persons conducting certain, specific types of air
tour operations under Part 91 to implement a safety
management system.
This NPRM is expected by the end of September 2022
and, if published on time, will be a topic of discussion at
the upcoming AEA Connect Conferences later this year.
