Rules are rules, not opinions
" Basically, my issue is there is no standard for rules with the individual
FSDOs, " stated an anonymous avionics shop owner. " That is the
first thing I would change: Regulations are not open to individual interpretation.
One FSDO has no problem signing off on some deviation to
an installation STC, and another will tell you that FSDO is wrong and
there's no way they'd approve it.
" You see shops and MROs submitting requests to FSDOs on the
other side of the country because they know they will work with them
rather than the FSDO down the street that will not approve anything.
They all say the same thing, 'The rules are subject to interpretation.' So
one inspector can say whatever is ok, while another inspector reading
the exact same rule says, 'no way.'
" FAA regulations should not be subject to individual interpretation.
Honestly, you have some inspectors who have never worked in the industry
but love their power and are very happy to make sure you know
it. Then you have other inspectors who have worked in the industry,
know how things work, and are happy to work with you if they can.
" The result is, many times, we don't know who or what we are going
to get, and once we are on the wrong side of someone, it lasts forever.
There is no standardization, and nothing will change until there is. "
Declare independence for avionics shops
" We don't deal with the FAA on a daily basis, and I'm ok with
that, " stated Monica Gualandri, repair station coordinator for Sarasota
Avionics. " We've been given a set of parameters to work with, and we
have our guidelines and ops specs; we know our capabilities - the more
self-sufficient we can become, the better. We enjoy those privileges and
continue to run with them daily. It's much easier and more efficient for
us not to involve the FAA on a daily basis.
" When I have to involve our area representatives, I have to set myself
knowing that things will work a bit differently than normal, and

by saying that
as the FAA
administrator,
I'd change
the culture of
trying to find
violations
as a focus of
surveillance
to a more
interactive
approach
intent on
airworthiness
and safety. "
