Phase one will include:
* A harmonization of the CARs for
clarity and simplicity (SMS is
distributed across many areas of the
regulations and has some variances).
Unfortunately, the response date was
* An alignment of Canada's regulations
with ICAO Annex 19 and key
international partners.
* A harmonization of SMS requirements
for design and manufacturing
organizations with certification
management team partners.
* The requirements for a quality
assurance program that covers all
activities authorized under CAR 705
operations.
The intent is to move the various SMS
regulations that are currently in various parts
of the CARs to CAR 107. In other words,
provide one set of regulations that apply
to all certificate holders (identify which
certificate holders it will apply to) and then
provide guidance or reference guidance (like
the AIA design and manufacturing standard
SM-0001) for each area. In seems this was
the highly recommended route for Transport
Canada to take back in 2005, but that is
another story.
Other adjustments will be made to ensure
the new CAR 107 aligns with Annex 19 and
other major aviation regulation partners
around the world, particularly a broader
requirement for a quality assurance program.
In the end, the intent is to have the phase
one proposed changes to Gazette I in late
2023 with a " reasonable phasing in of the
requirements " to provide sufficient time
for industry to develop SMS programs. The
implementation of phase two is yet to be
announced.
Transport Canada is looking for feedback
on this in the form of a survey, which can be
found at https://bit.ly/3aANUf7.
July 29, 2022. However, given that this
survey was introduced at the end of June,
the Aircraft Electronics Association will be
asking for more time to allow members to
respond or send details. Additionally, this
is only the first step in the process, and
there will be other opportunities to provide

EASA: Regular update of
CS-25 (NPA 2022-07)
The following information is from the
European Union Aviation Safety Agency

The objective of this notice of proposed
amendment is to reflect the state of the
art of large aeroplane certification based
on experience gathered from in-service
occurrences and certification projects.
This NPA proposes to amend CS-25
(certification specifications and acceptable
means of compliance for large aeroplanes) in
the following areas:
* Item 1: Ditching survivability.
* Item 2: AMC 25.1309 System design
and analysis - Development assurance
and AMC 20 references.
* Item 3: Installed systems and
equipment for use by the flight crew.
* Item 4: Performance and handling
characteristics in icing conditions.
