Repair station
training program
The following is an inquiry from
an AEA member.
Question: To whom does the
regulatory requirement for a repair station
training program apply?
Answer: Only employees assigned
to perform maintenance, preventive
maintenance, or alterations, and inspection
functions.
§ 145.163 Training requirements.
(b) The training program must ensure
each employee assigned to perform
maintenance, preventive maintenance,
or alterations, and inspection
functions is capable of performing the
assigned task.
The Federal Aviation Administration
Advisory Circular 145-10 provides clear
direction. Contained within paragraph 201,
" The employee training program approved
by the FAA must include initial and recurrent
training requirements. The training program
must ensure each employee assigned to
a maintenance (including inspection),
preventative maintenance, and alteration task
is capable of performing the work. "
From this description, those employees
who are satisfying the requirements of 14
CFR Part 43, Maintenance, Preventive
Maintenance, Rebuilding, and Alteration,
are the target employees. The inclusion of
the " and inspection functions " added at the
end are linked to maintenance functions
and is not intended to represent other
repair station inspections.
Note: The definition of maintenance
means " inspection, overhaul, repair,
preservation, and the replacement
of parts, but excludes preventive
maintenance. "
Further to the basic scope of the training
program, the advisory circular offers
additional insight. Referencing paragraph
401, Needs Assessments, regarding the
repair station's needs assessment for a
single-employee repair station: " If you are
a single-employee repair station, you must
evaluate your capabilities and determine
that your current training is adequate or if
additional training is necessary to perform
the task for which you are rated. "
Paragraph 401 continues to state that
" Only those performing maintenance,
preventative maintenance, or alteration
tasks must be trained under Part 145;
however, the repair station may wish to
include employees that support or manage
technical personnel. " And it further directs
the repair stations that utilize the approved
repair station training program beyond the
regulatory requirements that " The training
program should differentiate between
those employees required to be trained
under the program and those who will be
trained in accordance with the procedures
at the repair station's discretion. " q
