LIGHT-SPORT AIRCRAFT
PROPOSED RULEMAKING
SCHEDULED FOR 2023

ast summer, the Federal Aviation Administration
announced that it intends to publish the proposed
rulemaking effort called MOSAIC - the
Modernization of Special Airworthiness Certificates - in
late 2023. In the past few years, MOSAIC was expanded
to address both piloted and unmanned aircraft systems in a
single rulemaking. Along with the timeline announcement,
the FAA told industry the UAS portions of the rulemaking
are being pulled out to constitute a separate rulemaking
effort. The first MOSAIC notice of proposed rulemaking is
now expected in 2023 with a final rule in 2024.
" The MOSAIC NPRM has not been expedited, despite
rumors in the industry, " said Ric Peri, vice president of
government and industry affairs for the Aircraft Electronics
Association. " Over the summer, David Boulter, associate
administrator (acting) for aviation safety, said an NPRM
will be published by end of 2023 with implementation by
the end of 2024. That's the timeline the industry should
plan for at this time. "
The full MOSAIC initiative applies to kit-built aircraft,
warbirds and more, but the most significant benefits will
be seen in light-sport aircraft revisions. MOSAIC began in
2013 with a key focus of developing performance-based

metrics for LSA rather than weight as sole determinant.
In 2022, the FAA determined new and revised ASTM
standards, developed by ASTM Committee F37, acceptable
for certification of light-sport aircraft.
Currently, light-sport aircraft are defined as simple, lowperformance,
low-energy aircraft, other than a helicopter
or powered-lift, limited to 1,320 pounds maximum takeoff
weight for aircraft not intended for operation on the water
or 1,430 pounds MTOW for seaplanes. Light-sport aircraft
are also limited to traditional piston engines. They have
a maximum speed in level flight of 120 knots CAS and
a maximum stalling speed of 45 knots CAS. Light-sport
aircraft have a maximum seating capacity of two people,
including the pilot. They must have fixed gear, except for
seaplanes or gliders.
The proposed rule is expected to consider additional
LSA capabilities regarding weight, speed, capacity,
retractable gear, and more, and could address hybrid
and electric propulsion systems. Further, the proposal
could allow for LSA to be used in certain types of nonpassenger-carrying
commercial operations.
Industry experts say the splitting of UAS from the main
MOSAIC project could benefit the rulemaking timeline
