Annual fee increase
A few years ago, Transport Canada Civil Aviation
implemented a policy to begin assigning an annual
increase to the fees applied for services rendered.
Fees for services are identified in CAR 104, and this
regulation has not been changed in more than 15 years.
The policy was to allow for an increase in the fees
each March based on the consumer price index. As
the fees are defined in the regulations, TCCA utilizes
a special policy to implement this without the need to
update the regulations each year. With the introduction
of this policy, a new publication was issued to provide
details of the fees, TP 14984, " Transport Canada Civil
Aviation Service Standards Activities. "
This is now updated every March to reflect the new
fees. However, it also contains information on service
standards and provides links to those standards. This
can be a useful document for the public to assist in
planning when obtaining services from TCCA. It does
provide a lot of qualifiers for the service standards, so
in the end, it is only a guide. In particular, it provides a
full appendix on supplemental type certificate service
standards, which essentially states there are too many
factors to accurately predict the time it will take to
respond to an STC application. Each project will have
to be negotiated with the regional office.
This year's 6.8% increase is no surprise. While this
is a rather large increase, keep in mind two factors.
One, the fees did not increase for many years and
inflation has been high during the last two. Even
though the inflation rate has not been reflected in
salaries and individual company revenues, it is still a
reasonable amount. Second, some of the fees do not
increase.
The proposed increase and changes to the fee
structure of aeronautical approvals is still to be
implemented outside of this annual increase. The
changes should be published in Gazette II later this

New Zealand: AC66-1,
Revision 5, Aircraft Maintenance
Engineer License - General
This revised AC adds a section in Subpart C,
Aircraft Maintenance Engineer Ratings Rule
66.103(3), Foreign B1 Training Courses (Limited
powerplant platform ratings). This explains the
process that enables acceptance of foreign B1 courses
to allow for a limited powerplant rating to be awarded
when fitted to the specified airframe platform. It
deletes the section Transitional Arrangements, makes
stylistic changes to align with current AC format and
fixes minor errors.

Exposition Guidance has been updated. Please refer
to this for industry guidance on the format and
content required for a U.K. maintenance organization
exposition.
2023/24 CAA Scheme
of Charges Publication
The UK Civil Aviation Authority published revision
14 to the Schemes of Charges and the Consultation
response document on 17 March 2023 under CAA
UK Official Record Series 5, which will be legally
implemented with effect from 1 April 2023. q
