APU and expand the current requirement for a flight test
operations manual to applicants of a supplemental type
certificate. There is also a proposal to offer some provision
to allow the use of NORSEE products, which is currently
allowed under an exemption.
The process to prepare an NPA has been complicated
given the need to address the consultations that took place
between 2010 and 2015 and managing the comments
on three NPAs, including the advanced NPA in 2014.
Additionally, Transport Canada needed to address the
concerns by the House/Senate Standing Joint Committee for
the Scrutiny of Regulations. Comments have been received
on each division and section of CAR 521.
Transport Canada expects to issue an NPA through
CARAC in 2024. The NPA will include a summary of the
issues and actions under consideration and state why the
proposed amendments are necessary. With all the work
completed prior to the issuance of the NPA, the comment
period will likely be 60 days, and then Transport Canada
hopes to publish in Gazette I with a 75-day comment period.
The CARAC plenary will take place virtually Nov. 21-22,
2023. While no details are available, it is expected there will
be some review of the changes being made to CAR 521 with
the anticipation it will be tabled in 2024. q

EASA issues changes to Part 66
and Part 147
On May 23, 2023, the European Union Aviation Safety
Agency issued regulation 2023/989 amending regulation
1321/2014, which addresses the continuing airworthiness
of aircraft and the approval of organizations and personnel.
There are a number of changes made throughout this
regulation, but most changes occur within Part 66 and
Part 147. Part M and Part ML also have corrections made
due to inadvertent errors made during the last changes.
The main focus of this change is to add the definition of
complex aircraft to 1321/2014, enhance the efficiency of
maintenance licensing and training, allow for more modern
training techniques, and provide provisions to allow a type
rating endorsement of an aircraft for which no organization
is approved to offer the required training.
There are 58 pages of changes, so read carefully; most
of them are in the appendices for the experience and
basic knowledge modules contained in Part 66. But it
also includes new requirements to allow for multimediabased
training. The changes come into effect June 12,
2024, except for the Part M and ML corrections and the
new definition. These were effective as of June 12, 2023.
Requirements are provided within this change, to allow
training started before the 2024 date to be finished as per
the requirements in place prior to the implementation date.

Australia: Renewing maintenance
and training certificates online
You can now use the myCASA portal to renew three
maintenance and training certificates if you have no
changes. These are for Part 141, 142 and 145 certificates.
All the forms are completed online, ensuring that errors
are minimized. There is no need to complete a paper
form. Only the accountable manager or CEO of the
organization can complete the renewal process.
ADS-B rebate extension
The rebate program for the installation of ADS-B
equipment has been extended until June 24, 2024. This
rebate provides up to $5,000 to the aircraft owner in order
to support the installation of the equipment. Don't forget
to take this opportunity and help support airspace safety.
New Zealand: Emerging aviation
technology forum
The Civil Aviation Authority of New Zealand has created
a forum for emerging aviation technologies intended to
enable the aerospace industry and the CAANZ to work
closely together. The forum is co-chaired by Steve Smyth
(CAANZ) and Catherine MacGowan (Wisk). The forum
will help develop strategic advice regarding the aviation
technologies that are likely to develop in the next decade.
The focus is safety while allowing these new
technologies to benefit the environment, economy and
communities. There is an unprecedented number of new
entrants into the aviation industry developing a potential
new sector. This forum will help CAANZ consider how to
adapt to this future state, and safely certify and incorporate
new technologies into our aviation system. Information is
available on the CAANZ website with a link for members
of the public who are interested in joining. q
