Organization Chart
The following is from 14 CFR Part 145.
Question: My inspector doesn't like my
organization chart and requires that I include
supervisors and inspectors. What is the
requirement?
Answer: The short answer is not supervisors
and inspectors, but it depends on which
organization chart you are asking about.
From a regulatory perspective: As an applicant
for a new repair station certificate, 14 CFR
145.51 (a)(4) requires " an organizational chart
of the repair station and the names and titles of
managing and supervisory personnel. "
However, once certificated, we transition to
the repair station manual required by 14 CFR
145.207 where the content is defined in section
145.209. Here, section 145.209(a)(1) requires
an organizational chart identifying " each
management position with authority to act on
behalf of the repair station. " Note the absence of
" supervisory personnel. "
To differentiate between management and
supervisors, a manager develops and approves
repair station policies and procedures (authority
to act on behalf of the repair station), while
a supervisor implements those policies and
procedures and may oversee maintenance and
alterations.
FAA Advisory Circular 145-9A paragraph
2.1.5, Required Content reinforces that each
management position with authority to act
on behalf of the repair station is listed on the
organizational chart required by § 145.209(a)
(paragraph 2.1.5.1 (3)).
A small repair station may have an
organization chart of one block. From a business
perspective, a full organization chart showing
each level of the organization is common. A
repair station can have an extensive organization
chart as part of its standard operating procedure
and is acceptable showing management,
supervisors, technicians, etc. With respect to the
regulations, the regulatory organization chart
only requires management personnel. q
