The policy further clarifies this in the policy section by stating:
" NORSEE approval under this policy is not an approval
for installation on the aircraft. The equipment becomes
eligible for installation on the aircraft after approval.
There may be a situation in which installation of the
equipment on the aircraft requires modifications that
are considered a major change to type design, or major
alteration to the aircraft. In these cases, the applicant is
required to pursue appropriate certification path (such as
a supplemental type certificate), or field approval process,
regardless of the 'non-required' designation. "
It is critical that the technician installing NORSEE equipment
evaluate the alteration in order to make the proper classification
of the modification: major change in type design; major alteration;
or minor alteration, and then follow the appropriate regulatory
requirement for installation data as well as recordkeeping.

While AML STCs and NORSEE approvals are focused on
streamlining the approval of articles, the next initiative at reducing
regulatory burden was aimed at " streamlining the certification
standards to reduce the regulatory burden on the industry and
reduce the cost of aircraft certification. " The final rule overhauling
airworthiness standards for general aviation airplanes, 14 CFR Part
23, was published Dec. 30, 2016.
According to the FAA, " With these performance-based
standards, the FAA delivers on its promise to implement forwardlooking,
flexible rules that encourage innovation. Specifically,
the new Part 23 revolutionizes standards for airplanes weighing
19,000 pounds or less and with 19 or fewer passenger seats by
replacing prescriptive requirements with performance-based
standards coupled with consensus-based compliance methods for
specific designs and technologies. "
This regulatory change is a leading example of how the FAA is
transforming its Aircraft Certification Service into an agile organization
that can support aviation industry innovation in the coming years.
We have seen the results of these efforts in the volume of
general aviation avionics that have been approved in the past
10 years, including autopilots, GPS navigators, angle-of-attack
indicators, and the most recent, the Garmin Emergency Autoland
system. There are arguments that these products needed changes in
FAA policy, guidance or regulations to facilitate their approvals.
While general aviation is going through a technical revolution,
it is supported by the efforts of the FAA to reduce, and where
possible, remove regulatory roadblocks resulting in a growth of
cost-effective avionics options that populate the general aviation
marketplace. q
