s we stated last month in this column,
when performing maintenance or installing
new avionics in a foreign-registered
aircraft, we must comply with the regulations applicable
to the " state of registry " of the aircraft.
This month, we focus on maintenance agreements.
But first, I want to mention there are two important and
separate terms that we often overlook: maintenance and
modification (alterations). While often implemented
synonymously, they are two distinctly different actions,
and more importantly, for this conversation, governed
by different standards. Maintenance procedures are
described in maintenance implementation procedures or
a maintenance agreement guidance, while modifications
and alterations are described in implementation
procedures for airworthiness.
When considering bilateral agreements, the Federal
Aviation Administration's information page is aircraft
certification centric in its discussions. According to
the FAA, " Bilateral agreements facilitate the reciprocal
airworthiness certification of civil aeronautical products
imported/exported between two signatory countries. A

airworthiness provides for airworthiness technical
cooperation between the FAA and its counterpart civil
aviation authorities. " The FAA further describes the
IPA as " procedural documents authorized by the BASA
executive agreement for design approval, production
activities, export airworthiness approvals, post-design
approval activities and technical assistance between
authorities. This document defines the scope for civil
aeronautical products and parts eligible for import into
the U.S. and the counterpart BASA signatory country. "
There are two topics contained within the IPA that
have a direct effect on the maintenance of aircraft: postdesign
approval activities (modifications and alterations)
and the import and export of civil aeronautical products
and parts. The United States has approximately 49
bilateral agreements with other countries.
