Convention on Biological Diversity
One year ago, SPNHC became an
official observer organization to the
UN Convention on Biological Diversity
(CBD). The development process
and discussions for an ambitious and
actionable post-2020 Global Biodiversity
Framework and its monitoring
strategy have hallmarked the past year
for the CBD. The new framework is
to advance and guide effective and comprehensive, that is
mainstreamed, biodiversity conservation at the international
level until 2050.
After several pandemic-related postponements, the current
schedule is to adapt the new framework at the second part
of the 15th Conference of the Parties (COP15) this summer.
Consequently, the past months have been marked by intense
activities, including regular virtual outreach, information
and discussion events of the Secretariat of the CBD (SCBD),
parties (i.e., countries) and their non-governmental partners
from major stakeholder groups. These include academia and
research, rights-based civil society organizations, businesses,
local and subnational governments as well as intergovernmental
organizations, e.g., GBIF, IUCN and GeoBon.
Paul Mayer as SPNHC president is fostering the partnership
building with the CBD and made it possible for me to attend
as an official SPNHC representative all virtual meetings of
the convention's subsidiary bodies, SBSTTA24 and SBI3, as
well as the Open-Ended Working Group for the post-2020
framework over the past year. A loose group of SPNHC
members from the Biodiversity Crisis Response (e.g., Libby
Ellwood and Jean-Marc Gagnon), Legislation and Regulations
(Dirk Neumann) and Best Practice (Mariko Kageyama)
Committees, as well as additional colleagues active in CBDrelated
topics accompanied the attendance of the CBD sessions
with discussions, background knowledge of the policymaking
realm and advice.
What is becoming more and more clear is that the current
developments, discussions and dynamics in international
policy are of key importance for natural science collections
worldwide. Regular attendance of CBD sessions and events
makes it possible, first, to keep up-to-date with and advise the
CBD bodies on the impacts of international treaties (e.g., on
access and benefit sharing) for scientific research and daily
collections management.
Second, persistent attendance and involvement in CBD
events and processes shows that collection institutions,
organizations and the collections community firmly support
conservation and rights-based policy-making, as well as actively
and competently engage and invest in the development
of strong rights-based interactions with provider and user
communities.
Finally, the collections community presence and engagement
demonstrates that it is a reliable long-term partner in global
biodiversity conservation and a source of high-quality monitoring
solutions and tools, including operational infrastructures
and fit-for-use data.
From the side of the CBD Secretariat and the chairs of the
CBD bodies, their position is clear and determined: science
and data are key to the success of post-2020 GBF monitoring
and thus the success of global biodiversity conservation.
Stakeholders from science are very much welcome as
partners to the convention, and as integral contributors to the
proposed federated network for global monitoring (GBiOS)
presented by GeoBon in one of the recent webinars.
