young citrus trees (set out to four years) is freeze.
So, beginning with the 2021 crop year, this new
policy is available in 15 counties covering losses
due to freeze, fire, and failure of the irrigation water supply. Gueck also gave some loss examples as
part of her presentation.
Galen Tuley from RMA focused his Production Revenue History (PRH) Strawberry loss
adjustment presentation on the timing and approved method of appraisals and provided loss
examples for the group.
Heather Manzano, RMA, provided a compliance update on the second day saying that
the focus of the 2021 program reviews would be
on annual forage, prevent plant wheat following
late planted soybeans, corn, soybeans, apiculture,
Whole Farm Revenue, Cotton, Dairy Revenue,
and others. She also indicated that the crop insurance industry 2020 improper payment rate
had decreased to 2.31 percent, down from 2.95
percent in 2019.
" This is a very positive story for the industry, "
said Manzano. " It's a number that we can all be
proud of. This shows that our program is run in a
very efficient way. "
