for further study or information. Most of the
committees also meet either monthly or quarterly
throughout the year to discuss any new products
or procedures or issues as they arise.
Highlights from the 2021 standing committee
meetings include:
* Discussion during the Underwriting & Operations
Committee meeting included an update
from RMA on state cover crop subsidy
programs and the Acreage Crop Reporting
Streamlining Initiative.
* The MPCI Policy, Procedure and Loss Adjustment
Committee met with RMA who
provided guidance on irrigation water issues
in California, upcoming planned policy, underwriting
and loss procedures changes and a
detailed overview of the proposed apple crop
provision changes for 2023.
* NCIS staff presented draft sweet potato loss
instructions, corn and soybean defoliation
analysis, and the results from the sugar beet,
hemp, peanut, and wheat research studies
during the Crop-Hail Policy, Procedure, and
Loss Adjustment Committee meeting.
* The Technology & Information Processing
Committee discussed 2020 Crop-Hail reporting
and 2021 proposed data processing
changes as well as approved three recommendations
for data processing improvements.
* The Crop-Hail Actuarial & Statistics Committee
reviewed the results of the 2022 Final
Average Loss Cost (FALC) filing analyses for
12 states and staff provided an update on the
Policy Form Code Request Program, a main
component of Phase 1 of the Data Modernization
process.
Virtual Loss
Adjuster SchoolsAfter the cancellation of all NCIS sponsored
loss adjuster schools in 2020, NCIS staff was determined
to find a way to effectively train adjusters
in a safe and efficient way. With the help of
many member company employees and NCIS
staff, NCIS held 12 virtual loss adjuster schools
from June through November. More than 1,200
people participated in these events that covered
Crop-Hail and Federal procedures on cotton,
wheat, oats, soybeans, apples, corn, dry beans,
hemp, and sunflowers.

Risk Management
Education &
Outreach ActivitiesNCIS partnered with educators from South
Carolina State University and Fort Valley State
University to teach a series of Risk Management
and Marketing workshops to limited resource
and socially disadvantaged farmers in South Carolina
and Georgia. The objective of these activities
was to help farmers and ranchers understand
their risk exposure and marketing principles and
develop personal risk management marketing
plans for their farms. The training consisted of a
series of five workshops and 100 hours of individualized
instruction and that were conducted over
several months. Funding for the South Carolina
project is from a competitively awarded grant
funded by the National Institute of Food and Agriculture
and from the Southern Risk Management
Education Center for the Georgia project.
Dr. Laurence Crane, NCIS, is Project Director
and primary instructor of these workshops.

Academy
NCIS participated in the New, Beginning,
and Young Farmers Academy virtual workshop
