ON YOUR BEHALF
CSA Fights and Wins in 2014
By Mark Zakowski, MD, Chair of the Legislative and Practice Affairs Division,
and Bryce Docherty, CSA Lobbyist
Y
our legislative, advocacy and practice affairs
teams actively scour the events of the day,
track today's trends and even read the "tea leaves"
of what may happen tomorrow. We always uphold
ideas, events, and policy that promote the highest
standards of physician-led anesthesia care, patient
safety, and the profession of anesthesiology. You are
an integral part of our team, interacting daily with
patients, nurses, other physicians, administrators,
and (we hope) legislators and regulators too.
Together, we have accomplished a great deal, and we
will continue to forge ahead in 2015.
CSA 2014 Advocacy by the Numbers
California Legislature Bills Introduced: 3,000
Actively Tracked Bills: 56
Actively Opposed Bills: 4 (all were defeated)
Legislative Day Appointments: 13
GASPAC Legislator Contributions: 19
GASPAC Private Events with Legislators: 4
Amount Raised to Defeat Proposition 46: $40,000
"I'm CSA!" is a fitting analogy to "I'm Spartacus!"
This was a quote from the iconic 1960 American
historical film Spartacus, directed by Stanley
Kubrick and starring Kirk Douglas. Much as
Spartacus defeated multiple Roman armies on
the path to freedom, the CSA helped defeat
Proposition 46, a 2014 ballot initiative that
constituted the trial lawyers' latest attempt to
overturn MICR A. The CSA was also successful
in helping to achieve the election of Richard Pan,
MD, to the State Senate.
Prop. 46 Fails by 2:1 Margin
On Election Day, Tuesday, November 4,
California voters spoke loudly and definitively.
Their message: in today's healthcare
environment, any effort to undermine MICR A
and the long-standing cap on some malpractice
awards is a foray into a political "no-f ly zone."
No on 46 Committee Chairman Dustin Corcoran
