PROJECT HIGHLIGHTS
A
round 1859 the town of Hugo, Colo., was developed as a cattle
ranching community to supply miners with provisions and to serve
as a local stagecoach stop. It was officially founded in 1870 and incorporated
in 1909; this frontier community of 786 people is located off I-70
east of Denver, and 30 miles south of Limon. The town's wastewater treatment
system consisted of unlined lagoons that were insufficient to treat
current flow, servicing approximately 350 households. Through the U.S.
Department of Agriculture's (USDA) Water and Waste Disposal Loan
($357,000) and a grant program with the state of Colorado, the town
secured enough funding to replace its outdated wastewater system with
an entirely new three-lagoon system.
Project design
This project consisted of constructing a 35-acre (14-h) evaporative
(non-discharging) system with three ponds, associated yard piping, a
lift station and force main, plus decommissioning the existing lift station
and WWTP lagoon. Geomembrane materials specified for the project
were either a 45-mil (1.1-mm) scrim reinforced flexible polypropylene
(fPP-R), or alternate 40-mil (1-mm) reinforced composite geomembrane
(RCG) installed over a gas venting system consisting of 1 foot (30.48 cm)
wide vent strips on a grid 45 feet (13.7 m) on center. A 6 inch (15.24 cm)
thick sand ballast layer installed directly on top of the geomembrane liner
would prevent any uplift or migration of the geomembrane once complete
yet unfilled (or exposed before filling). Each of the three lagoons
measured roughly 1,000 feet × 500 feet (304.8 m × 152.4 m) and were 5
feet (1.52 m) deep with 3:1 side slopes. Permitted maximum operating
volume of 4,264,812 cubic feet (31.9 million gallons). The construction
schedule was set for 215 days (seven months).
