shift in the wind direction allowed air
to sneak under the leading edge of the
geomembrane: halting production while
the trapped air is let out and the geomembrane
pulled back into place. In this case,
about half a day was needed to carefully
reposition the materials. Equally impressive
is how quick a brief wet microburst
can accumulate on top of a half million
square feet (46,500 m2) of liner when it
can no longer be absorbed by the soil.
Cover phase
As previously mentioned, the design for
the sand ballast to be placed on top of the
geomembrane across the floor of each cell
was to be 6 inches (15.24 cm) thick. This,
compared to a more common 12-inch
(30.48-cm), 18-inch (45.72-cm), or
24-inch (60.96-cm) cover thickness made
this phase of the project extremely challenging.
The sand was excavated from a
borrow pit to the west of the lagoons and
a large stockpile was also placed on the
east side of the lagoons, shortening the
transport distance to speed up the operation.
The general contractor again hired
Western Concrete and expanded its scope
of work to include this operation since
Western had plenty of heavy iron already
on-site, much of it GPS equipped and
perfect for the precise cover operation
that was needed.
The general cover operation plan
involved establishing haul roads 3 feet
(0.91 m) thick entering in a single corner
of each lagoon. Haul trucks carried in
the sand, and then it was spread out by
low ground pressure (LGP) skid steers
and graders. Even with careful instruction
and continual inspection by operators
and ground personnel, it is nearly
impossible to perform a bare liner cover
operation of this size without some damage
occurring.
