Alternative Sentencing Facility Opens 2025
aimed at reducing the time spent in jail. Interviews
with those who operate and maintain these types of
facilities ensure that best practices were incorporated
into the design. Architects also spoke with the county
teams responsible for the day-to-day operation of the
facility's programs to ensure that their needs were
factored into the final building as well.

In 2018, Boulder County voters overwhelmingly supported
a 0.185% sales tax to design and build a new
Alternative Sentencing Facility (ASF) at the existing
county jail complex in Boulder. The facility, which will
be completed in 2025, will be a community-based,
minimum security, residential facility that will house
low-level criminal offenders and provide space for all
alternative sentencing programs offered by the county.
The Public Works Department's Building Services
Division researched similar facilities that offer services
be able to house up to 252 offenders who have been
sentenced to one of the county's community-based
sentencing programs, like work release and community
corrections. The building will also have classrooms,
day rooms, and support
spaces. Services will be provided
by the Community Services
Department, and day-to-day operations
will be supervised by the

Creating Inclusive
Communities for
LGBTQ+ Older Adults
In 2004, the Boulder County Area Agency on Aging
(BCAAA) created Project Visibility, a documentary
and accompanying training in response to the fear
expressed by Rainbow Elders (LGBTQ+/50+) that
older LGBTQ+ folks need to retreat into the closet
to access assisted living or nursing home care.
Recognizing shifts in understanding and policy
changes, BCAAA updated the documentary featuring
Rainbow Elders who are living and experiencing life
in Boulder County and surrounding areas.
The film and training shares stories of local
LGBTQ+ people and includes information on coming
out, family, oppression and discrimination, history

and policy, language and terminology, and advice for
providers. With the film and training, Project Visibility
hopes hope to create more inclusive communities for
LGBTQ+ older adults by educating service providers
and the broader community. The project was funded
by the NextFifty Initiative.
