DFOCHAIR’SMESSAGE By Bill Emmott Production, pooling and imports put into focus ere at Emcrest, my family’s dairy farm, we have been struggling to make milk this past fall and winter. Many of you have been been facing the same struggle, and it has been showing up as reduced milk production for Ontario as a whole. Not enough production to fill our quotas is one of three immediate issues our industry is dealing with, along with P5 quota harmonization and the potential for a tariff wall breach. Projections calculated in February showed Ontario could end the dairy year this July filling just 98 per cent of its quota. Other provinces have been struggling with production, too, including Quebec. When you consider Ontario and Quebec together produce about 70 per cent of Canada’s milk supply, you realize how important it is that we find ways to fully supply our markets. The Dairy Farmers of Ontario board has been considering how we can encourage more production. As I write this column late February, the board has not finalized how this will be accomplished. Meanwhile, I encourage all of you to find ways to fill your individual quotas. Crunch time also looms for P5 quota harmonization as I write this column. By the end of the month, the boards of the five provincial milk marketing organizations in the pool were to decide on whether to accept the plan as proposed. The aim of this initiative is to treat milk producers in the pool equally, regardless of the province in which they farm. The third issue on our plate is the potential for a tariff wall breach. Bascially this means an importer could source foreign dairy products and bring them into Canada, disrupting domestic markets. Turn to page 26 to find a more detailed description. We will be monitoring this situation closely, and will take appropriate action should the need arise to protect our markets. Le conseil d’administration du Dairy Farmers of Ontario a étudié diverses façons de stimuler la production. Au moment où j’écris les présentes lignes, à la fin février, le conseil d’administration n’a pas pris de décision définitive sur la façon de procéder. Entre-temps, j’encourage chacun de vous à trouver des façons d’atteindre votre propre quota. L’harmonisation du quota du P5 est aussi sur le point d’atteindre une étape cruciale, au moment où j’écris ces lignes. Les conseils d’administration des cinq organismes provinciaux de commercialisation du lait de notre pool devaient décider, pour la fin du mois, s’ils acceptent ou non le plan tel que proposé. Cette initiative a pour but de traiter également tous les producteurs du pool, peu importe la province dans laquelle se trouve leur exploitation. Notre troisième préoccupation est le risque d’une brèche dans la barrière tarifaire. En bref, cela signifie qu’un importateur pourrait faire entrer au Canada des produits laitiers étrangers, ce qui perturberait les marchés intérieurs.
