ADVOCACy IN ACTION
OSPE'S ENERGY TASk FORCE
PROVIDES INPUT ON ENERGY PLANNING
In May 2013, Ontario's Ministry of Energy
requested that the Ontario Power Authority
(OPA) and the Independent Electricity System
Operator (IESO) develop a new regional
energy planning and energy infrastructure
siting process. As part of the dialogue around
development of these new plans and processes,
OSPE made a submission to the ministry calling
for a paradigm shift in regional energy planning
that would see openness and collaboration,
inviting relevant municipalities to participate
from the outset.
In September, OSPE made another submission to the ministry regarding the three-year review of Ontario's Long-Term
Energy Plan (LTEP). OSPE supports the government's commitment to a balanced approach for an affordable, reliable
and sustainable electricity system.
To that end, OSPE recommended four key strategic
adjustments to the LTEP, based on OSPE's own engineering
studies:
* Reducing escalating electricity rates for consumers.
* Enabling robust electrical system solutions by addressing
load growth issues.
* Supporting cost-effective, environmentally sustainable
solutions by improving the flexibility of nuclear units to
enable effective use of additional renewable energy
generation.
* Continuing to support innovation, development and
commercialization of new energy technology in Ontario.
Ontario's electrical grid is a highly complex, engineered
system. OSPE is working to ensure that sound engineering
principles and the technical expertise of engineers are
incorporated into the development of energy policies and
solutions. OSPE will continue to engage in meaningful
dialogue with the Ontario government on energy planning

FERNANDO CAROU, P.ENG., APPOINTED CHAIR, OSPE ENERGY TASK FORCE
OSPE is pleased to announce the appointment of Fernando Carou, bASc.,
P.Eng., as Chair of our Energy Task Force. As a Senior Engineer with the City of
Toronto's Environment & Energy Office, Fernando leads the Community Energy Planning (CEP) program and is also in charge of assembling the technical,
business and policy framework for Toronto's District Energy Systems. His focus is
on integrating energy planning into community growth and economic development plans, including relieving stress on the existing electricity infrastructure,
increasing infrastructure resiliency and reducing green house gas emissions.
Under Fernando's leadership, the Energy Task Force is advocating actively
with provincial and municipal policy makers to ensure that the expertise and
input of engineers is considered when energy policies are formed. Learn more
