ADVOCACY IN ACTION
FOUNDING OF OSPE
T
he Ontario Society of Professional Engineers
(OSPE) was born out of a need to separate
the body that governed regulation from
that which governed advocacy for Ontario's
engineers. While the role of a regulatory body
is to protect the interest of the general public, the role of an
advocacy body is to protect the interest of the profession.
Founded in 1924, the Professional Engineers Association
of Ontario, later to become Professional Engineers Ontario
(PEO), was previously responsible for both these roles. In
the late 90s, the Government of Ontario found this to be a
conflict of interest and requested that PEO separate the two
functions.
After almost ten years of debate and deliberation, PEO
decided to create OSPE, a separate entity, to provide advocacy
support to Ontario's engineers. An internal referendum was
held, and 81% of those who participated supported the idea.
The first Board of Directors consisted of five members, two
of whom were appointed by PEO; Robert Goodings, P.Eng.
and Max Perera, P.Eng. Two were appointed by the Canadian
Society of Professional Engineers; Stewart Crampton, P.Eng.
and Jeremy Cook, P.Eng., and finally Todd Springer, P.Eng.
was appointed by the first four directors. All subsequent
Boards have been fully elected by OSPE members.
For the last two decades OSPE has grown into a driving
force of advocacy and an invaluable resource of continued
learning for Ontario's entire engineering community. Join us
as we look back in this issue of The Voice on the truly positive
change OSPE has made in the last twenty years through just
some of our advocacy initiatives. It has been our privilege to
serve this community of innovators and problem solvers.
