Re: Ontario Municipalities Plead for Stormwater

Dear OSPE,
I was pleased to read your September 2017 edition of the Voice Magazine that
featured your report, Weathering the Storms: Municipalities Plead for Stormwater
Infrastructure Funding. As the Ontario Progressive Conservative critic for
the Ministry of Infrastructure I have been working with municipalities and
stakeholders like the Ontario Society of Professional Engineers to highlight the
need for additional stormwater infrastructure support across Ontario.
OSPE's revelation that the cost of replacing stormwater infrastructure in six
focus municipalities is estimated at $1.2 billion is an indication of the size of the
problem that needs to be addressed across Ontario's 444 municipalities.
Your report speaks to the importance of investments in storm and waste
water infrastructure, and why I am raising awareness about sewage bypasses and
particularly combined sewer overflows and discharges.
It is why I have introduced a private members bill titled, The Sewage Bypass
Reporting Act, Bill 141. Bill 141 would require the Ministry of Environment
and Climate Change to publically report instances of sewage bypasses. The
intent is twofold; first it will ensure Ontarians know when partially treated
sewage has been bypassed into the local waterways. Second, it will help raise
awareness about the importance and growing need for investments in sewage and
stormwater infrastructure.
According to documents from the Ministry of Environment and Climate
Change, last year municipalities were forced to bypass more than 6.5 billion litres of
partially treated sewage into local waterways. In 2017 parts of Ontario experienced
seven times the amount of rainfall versus 2016 and that figure is sure to be
even greater.
