Earth Tech, a leading Southeast ground
improvement and grouting specialty
company in Tampa, Florida, welcomes
John Rubright to its team as director of
strategic acquisitions. Rubright has spent
30 plus years working in the industry and
has management experience that spans the
full product range of deep foundations,
earth retention, ground improvement and
specialty grouting. He plans to help
develop strategies around technologies,
design and execution to assist clients of the
company, which has the backing of its
parent company, RAF Industries.
Equipment Corporation of America (ECA)
has promoted John Hayes to branch
manager of ECA Florida and hired Ben
Morgan as Bauer product service manager.
Hayes will manage all
aspects of ECA's Green
Cove Springs branch,
including sales, rental,
parts and service. He has
excelled since being hired
in 2016 as Southeast regional sales manager
covering Florida, Georgia, Alabama and the
Caribbean. Hayes' unique understanding of
the challenges foundation contractors face
is based on spending most of his career in
the geotechnical market, in addition to
participating in more than 250 load tests as
an employee of a global engineering firm
specializing in capacity testing for deep
foundations. He is active in a number of
trade associations, including DFI, GeoInstitute of the American Society of Civil
Engineers (G-I of ASCE), International
Association of Foundation Drillers (ADSCIAFD), Design Build Institute of America
(DBIA), and the Canadian Geotechnical
Society (CGS). Hayes has also authored, coauthored and presented several industry
papers at numerous state and federal
transportation events.
Morgan brings a
unique and valuable
perspective to ECA's customers as product services
manager. He most recently
served in a similar role
with Case Foundation Company (now

Keller North America). Based in Chicago,
Morgan supports ECA's service technicians
and customers with information on the
capabilities of foundation equipment,
matching rigs and tooling to specific
applications, and coordinating logistics.
His technical understanding of ECA's
foundation equipment traces back to his
role as assistant shop manager at Case
Foundation's fabrication shop, where he
specialized in drilling rigs and cranes. As a
former contractor, Morgan brings a unique
focus on the logistics of getting equipment
to ECA's customers. This is based on his
first-hand perspective of the repercussions
for the contractor when a piece of
equipment is not delivered in a timely and
cost-effective fashion.
M a t t M o o n e y, P. E . ,
recently joined Menard
Group USA, a designbuild geotechnical contractor, as a senior estimating engineer in the
Southeast region. He works out of Menard's
Tampa, Florida, office. Mooney is
responsible for the preparation of takeoffs,
designs, estimates and proposals for all of
the contractor's ground improvement
solutions, including controlled modulus
columns, dynamic compaction, dynamic
replacement, wick drains, earthquake
drains and soil mixing. His responsibilities
also include supporting business development and construction efforts. Prior to
working for Menard, Mooney spent 8 years
as a geotechnical consultant for a diverse
range of projects throughout the Southeast.
He holds a bachelor's degree in civil
engineering from Penn State University, and
a master's in geotechnical/structural
engineering from the University of Central
Florida. Mooney is a professional engineer
in Florida, Georgia and South Carolina.
Kevin Scott, P.E., also recently joined
Menard as a senior estimating engineer in
the Gulf Coast region. Scott is responsible
for preparation of takeoffs, estimates and
preliminary designs for all of Menard's
design-build ground improvement

solutions, including controlled modulus
columns (CMCs). His responsibilities also
include supporting business development,
marketing, engineering and construction
efforts. Prior to joining Menard's Houston
office, Scott spent 17 years as a geotechnical
consultant working on diverse projects
throughout the Southeast. He holds a
bachelor's degree in civil engineering from
Mississippi State University and is a
professional engineer in Alabama.
Schnabel Engineering, whose headquarters are in Glen Allen, Virginia,
recently opened its second office in Texas.
Located in north Austin, the staff will join
the Dallas office to better serve communities, clients and business partners in
and around Texas.
The Austin office is led by Jeremy
Young, P.E., a principal engineer, and is
a vital component of Schnabel's strategic
plan to expand dam engineering services.
Young will be supported by a team of
technical professionals providing dam and
levee, geotechnical, tunneling and geostructural engineering design services in the
region. Young holds undergraduate and
graduate civil engineering degrees from
Penn State University and Villanova
University, respectively. He has 20 years of
experience at Schnabel with the evaluation,
design and construction of dams. Young has
supported the geotechnical, hydraulic and
structural design of new dams and repairs to
existing dams for a variety of clients.
The company has also had multiple
associate and senior associate promotions
and new hires to support its continued
growth in geotechnical engineering, transportation and dam engineering.
Joan Bentel, P.E., was
promoted to senior associate engineer. With over 15
years of experience, Bentel
has served as Schnabel's
project manager for
prominent D.C. institutions, including the
Martin Luther King Jr. Memorial, the
United States Institute of Peace, and the
Howard County Circuit Courthouse. She
has extensive experience with government,
