Mike Elliot, formerly of
ECA and Pile Equipment,
having retired in
2021, recently passed
away. He earned his
bachelor 's degree at
Southeast Missouri State University,
and started his career in 1972 with
Mississippi Valley Equipment, which
eventually became Pile Equipment, Inc.
Following a 2015 merger with ECA, he
became vice president and branch
manager in Jacksonville, Florida.
Following his retirement in 2021, Mike
continued to teach and consult within
the pile driving industry. He was an
active member of DFI, the Pile Driving
Contractors Association and other
professional organizations and will be
missed across the foundation industry.
Michele Jamiolkowski,
emeritus professor at
Politecnico di Torino, in
Italy, passed away on
June 15.
Recognized as a
worldwide specialist in
geotechnical engineering, he authored
several outstanding contributions in the
field of in-situ testing and twice delivered
the DFI John Mitchell Lecture
(2000 and 2018). His extraordinary and
charismatic personal profile has led him
to hold scientific and professional
positions of exceptional prestige, such as
the presidency of the International
Society for Soil Mechanics and Geotechnical
Engineering (1994 - 1997) and of
the International Committee for the
Safeguarding of the Tower of Pisa.
Associated Pile and Fitting congratulates
Judy Pomo on her retirement
after 47 years of exemplary
service. Pomo started her career at APF
in the advertising department, moving
into sales and eventually into the role of
assistant manager. Her tireless work
ethic and positive attitude will be
missed by all at APF and in this
industry. We wish her all the best in her
plans for an exciting retirement.

CZM Foundation Equipment has
hired Kris Bailey as southeast sales
manager. Bailey will
oversee all aspects of
sales and consulting in
the foundation, utility
and pile driving industries
for the eight-state
territory. Bailey has more than 15 years
of industry experience including his
roles as business development manager
for Spiradrill and sales manager for
Jeffrey Machine.
Jim Tippett has joined CZM as west
coast sales manager.
Tippett will oversee all
aspects of sales and
consulting in the foundation,
utility and pile
driving industries for
the 10-state territory. Tippet has more
than 18 years of industry experience
including his roles as CEO of Bay Shore
Systems and western sales manager at
Watson Drill Rigs. He now brings his
wealth of industry knowledge to the
west coast for CZM.
Delve Underground appointed new
leadership in California. John Kaplin
joins the firm's executive leadership as
chief development officer and Rachel
Martin has been appointed California
regional manager.
Kaplin is a vice president
and principal and
has been with the firm
since 2013. He has 36
years of experience in
design and construction
management of heavy civil projects. As
chief development officer, he will be
responsible for leading and aligning
strategic, marketing and project initiatives
for Delve Underground across the
firm's geographic footprint. For the past
six years he has served as Delve Underground's
Cal i fornia
regional manager.
Martin takes over
the role of California
regional manager. She is
a principal engineer
based out of the firm's Walnut Creek
office and has 21 years of experience in
design and construction management
of civil projects focused on the fields of
water, wastewater and hydropower. As
a vice president and California regional
manager, she will be responsible for
operations in the San Francisco, Walnut
Creek, San Diego and Pasadena offices.
Frank Rausche, Ph.D., P.E., and Garland
Likins, P.E., delivered the 2023
Higley Lecture at Case Western Reserve
University's Department of Civil and
Environmental Engineering on May 5.
Rausche was a key member of the
research team at Case Western Reserve
University that developed the Pile
Driving Analyzer system. He was also
the principal author of software program
GRLWEAP. These new tools were essential
to the founding of Pile Dynamics,
Inc., and GRL Engineers. As partner in
both firms and president of the latter
company, Rausche consulted on construction
sites across the U.S. and
around the world, and further developed
these and other testing systems
for the quality assurance of deep foundation
elements.
Likins is the president-emeritus of
Pile Dynamics, Inc., and a former principal
of GRL Engineers. In his 52 years
since participating in the original
dynamic pile testing research at Case
Western Reserve University, Likins has
performed countless field tests and
directed the development of several
field-testing devices for deep foundations.
He has authored more than 100
publications and several ASTM standards,
been instrumental to many
changes in highway specifications and
The International Building Code.
