substation foundations design. Members of the Electric
Power Systems Foundation Committee have been integral in
supporting this effort, drafting sections and reviewing the
content of professionals working on the project. Prasad

Testing and Evaluation
The Testing and Evaluation Committee is
creating introductory videos for various
test methods, noting proper application
and limitations. Hamed Layssi, Ph.D., P.Eng., FPrimeC
Solutions, completed the cross-hole sonic logging video.
Recently, the committee approved moving this video into
production. The committee commends Layssi for his hard
work. The committee's previous video on static load testing,
received more than 19,000 views and counting (visit DFI's
YouTube channel to view). Additionally, the committee is
actively creating a video to compare various test methods for
foundation length determination.
The Testing and Evaluation Committee is closely
following the work of the Foundation Reuse Task Force, led by
Andy Boeckmann, Ph.D., P.E., Dan Brown and Associates, as it
has several exciting tasks underway. The task force
successfully shepherded a 2023 Committee Project Fund
study regarding service life of existing steel piles, which is
being led by Martin Noël, Ph.D., P.Eng., University of Ottawa. A
new project fund proposal comparing carbon costs of reuse
with new foundations is underway. The task force hosted a
panel discussion on reuse at last month's International
Bridge Conference, and another panel session is planned for
July's ASCE GeoRisk conference.
The Static Load Test Task Force, led by Noah Miner, P.E.,
Malcom Drilling, continues development on a guidance
document to serve as an ASTM International standard
supplement for different static load tests on deep foundations.
The current focus is on properly planning a static load test.
The High-Strain Dynamic Testing Task Force, under the
leadership of David Tara, P.Eng., M.SC.A., Thurber
Engineering, continues to develop a high-strain dynamic
testing course. The task force welcomes Thai Nguyen, Ph.D.,
P.E., H2R Corporation to the team.
Les Chernauskas, P.E., Geosciences Testing and Research,
and his team presented preliminary data on evaluating
thermal integrity profiling anomalies and rating criteria,
which received funding from DFI's Committee Project Fund.

P.E., Power Engineers; and Justin Toney, P.E., Crux Subsurface,
are members of the ASCE subcommittee. The current
document includes 18 chapters on the various facets of
foundation investigation, design and construction for the
power utility industry. This work is expected to be handed
over to a blue ribbon ASCE panel later this summer.
