Liz Smith, P.E., G.E., D.GE, a senior
principal and national transportation
program manager at
Terracon Consultants,
was recently named
the first female CrossUSA Lecturer for the
Geo-Institute (G-I) of
Smith
the American Society of
Civil Engineers (ASCE). Smith was
nominated by professional peers and
fellow G-I members to speak at local G-I
chapters and graduate student organizations as the 2020-2021 lecturer due
to her national-quality speaking skills
and professional background. She has
more than 35 years' experience in
geotechnical engineering for designbuild transportation projects and slope
and retaining wall failure evaluations
and remediation. She has successfully
managed several complex geotechnical
design-build projects with geotechnical fees up to $12 million and
construction costs up to $2 billion. In
addition, Smith has authored papers
and given presentations at numerous
professional and technical meetings,
and is active in organizations such as
DFI, where she serves on the Drilled
Shaft Committee and Women in Deep
Foundations Committee, with ASCE on
the G-I Deep Foundations Technical
Committee, and with Design-Build
Institute of America (DBIA).
HDR has named transportation industry leader, Tom McLaughlin, P.E., as
president of its award-winning global
transportation program. McLaughlin
succeeds former president Brent Felker,
who retired in 2020.
McLaughlin, a former
executive vice president and Northeast
regional operations director, will focus on

continued growth of the
transportation program, which includes
over 4,000 employees and generated

more than $1 billion in new revenue last
year. Based in New York, McLaughlin
will be responsible for developing and
guiding the long-term strategy and
vision to meet the evolving and complex
needs of the company's public and
private transportation clients.
During his nearly three decades in
the industry, McLaughlin has played a
key role in many notable projects in the
Northeast, where his leadership helped
HDR increase its regional presence
significantly, including a more-than10-fold growth in the New York
metropolitan area. Before joining HDR
18 years ago, he worked as a consultant
and for the New York State Department
of Transportation.
Andrea Troiano has
joined Menard Group
USA , a design-build
geotechnical contractor,
as a regional sales engineer in Minneapolis.
Troiano
Troiano is responsible
for business development, estimating
and sales on both public and private
projects throughout the Minnesota,
North Dakota, South Dakota, Iowa and
Nebraska region. Troiano previously
spent a year as a geotechnical consultant
working on a variety of commercial and
residential projects in northern Nevada.
She also worked as a technical sales
director for an international mining
supply company in Reno, Nevada.
Troiano holds a bachelor's degree in
geology from the University of Nevada,
Reno, and a master 's focused on
geotechnical engineering from Missouri
University of Science and Technology.

(MRCE) recently promoted Matthew T.
Ruehle, P.E., to associate. Ruehle is a structural and foundation

engineer with 12 years of design
experience. He is a licensed professional
engineer in New York State. Since
joining MRCE in 2009, he has worked on
a wide range of public and private sector
projects, including infrastructure, lowrise and high-rise buildings,
transportation and tunneling. This
includes major projects on flood
mitigation and more in New York and
Washington D.C. He also has extensive
experience in the design of support-ofexcavation, underpinning and deep
foundation systems, with a particular
focus on sites adjacent to subway
infrastructure and landmark buildings.
CZM Foundation Equipment has
appointed Wes Gibson as sales manager
for the company's electric and utility market
area. Gibson will oversee all aspects of
sales/consulting in the
electric and utility
industries. He has over Gibson
15 years of sales experience in the
drilling industry, including 6 years as
the Northeast regional sales manager for
Cetco Drilling Fluids, 4 years as the
national sales manager for Pengo
Attachments and 3 years with Nesco
Specialty Rentals as the
director of sales. In
addition, Josh Jenkins
has been appointed the
company's rental fleet
coordinator. Jenkins will
oversee all aspects of Jenkins
trucking, logistics, repairs and service
for the rental fleet. He brings over 10
years of experience in logistics management from his time in the U.S. Coast
Guard and with Gulfstream.
CZM also recently introduced a long
reach option to its EK65 model, bringing
the line's high performance to a boommounted setup with increased reach.
