Over time, the number of litigations
has diminished as the use and quality of
GBRs have improved and the use of
DRBs has grown. After a number of
years' applications, another industry
work-shop was held in 2004 to assess
the overall effectiveness of GBRs and
their role in risk allocation. Participants
felt that new lessons learned needed to
be communicated and that a second
edition to the 1977 GBR publication was
warranted. A new committee was
assembled and the text was updated,
including two new chapters - one to
address how GBRs should be implemented given the growing popularity of
design-build delivery methods, and a
second that focused on the use of GBRs
for geotechnical works other than
tunnel projects. In early 2006 a draft of
the second edition was distributed to
enrolled participants of another workshop being held in June. Comments
were received and incorporated, and
the new edition, entitled " Geotechnical
Baseline Reports for Construction, Suggested Guidelines, " was published in
2007 (known as the Gold Book, it is
available from the asce.org website).
Global GBR Applications
As with DRBs, the rest of the world is
slowly realizing the value of incorporating GBRs into construction contracts.
GBRs are now being used in places such
as Canada, Switzerland, Italy, the U.K.,
New Zealand, Chile, Hong Kong, India,
Singapore, Australia, South Africa and
Abu Dhabi. The International Federation of Consulting Engineers (FIDIC)
recently produced an " underground "
version of its contract forms for designbuild delivery, which endorses and
incorporates the use of GBRs. The
FIDIC Emerald Book was a joint collaboration between FIDIC and the
International Tunnelling and Underground Space Administration, where I
serve as vice president.
Future Efforts
The Construction Industry Research
and Information Association (CIRIA)
has selected a team to author a new U.K.
publication that will focus on adapting
GBRs to U.K. forms of contract, as well
as on how the use of GBRs can benefit
geotechnical applications other than
tunnels and shafts (see Demetri, G.,
Tunnels and Tunnelling, August 2020).
Clearly, there is also a need for a
third edition of the 2007 GBR guidelines
publication, for which a third committee is being assembled. Revisions
will reflect new lessons learned and the
application of GBRs for all forms of
project delivery. Hopefully, the new
edition will also expand on the application of GBRs to geotechnical projects
other than tunnel projects, such as
pipelines, deep excavations, earthworks projects, deep foundations and
offshore structures.
