and tieback testing. He also is experienced
in precast concrete design,
computer modeling and analysis of
structural behavior, and soil-structure
interaction.
Christos Zoupantis, P.E., is a
geotechnical engineer
with 10 years of experience.
He performs
geotechnical and structural
finite element
analysis for ground
improvement applications, slope
stability, settlement, shallow and
deep foundations, and support of
excavation systems accounting for
soil-structure interaction. He designs
concrete elements, steel elements and
connections. He also specializes in
geotechnical seismic analyses including
site response and liquefaction
evaluation.
JP Binard, P.E., joined MRCE as a
structural engineer in
2023. He is an expert in
the field of precast and
prestressed concrete as
well as ultra highperformance
concrete.
He is involved in a wide variety of value
engineering and design build projects
providing alternative designs and
construction engineering services for
heavy civil work in bridges, buildings
and waterfront structures.

Seth Pearlman, P.E., BC.GE, NAC, North
American director (CEO) for Menard,
has been elected as a
member of the National
Academy of Engineering
(NAE) Class of 2024.
Election to the NAE is
one of the highest professional
honors accorded an engineer.
Members are among the nation's most
knowledgeable engineering experts
and have distinguished themselves in
business and academic management,
in technical positions, as university
faculty, and as leaders in government
and private engineering organizations.
Pearlman is being recognized for
ground improvement technologies,
geostructural design and geotechnical
construction techniques.
Pearlman has more than 45 years of
engineering experience with the last 38
in the geotechnical design and build
construction industry. He is active in
numerous industry organizations and
served as the president of DFI from
2006-2008 and currently serves on the
DFI Educational Trust Board. Among his
awards are the American Society of
Civil Engineers (ASCE) Henry Michel
Award for Research in Industry in 2015,
the ASCE Geo-Institute Wallace Hayward
Baker Award for achievements in
ground improvement in 2020 and
election to the National Academy of
Construction in 2022.

joint program between the U.S. Army
Corps of Engineers and the Federal
Emergency Management Agency

Guidelines on
April 1. These
guidelines, developed
with stakeholder input, are
intended to serve as a resource of best
practices to help achieve nationwide
consistency in improving the reliability
of levees and resilience of communities
behind levees throughout the U.S.
Stakeholder engagement is an
important driver in the development of
the National Levee Safety Program,
including the National Levee Safety
Guidelines, a key component of the program.
Feedback on the draft first edition
of the guidelines can be submitted via
www.leveesafety.org/pages/nlsg.
Comments on the draft National
Levee Safety Guidelines must be
submitted by July 31.
This is an exciting opportunity to
provide input into the first ever
comprehensive levee safety guidelines
for the nation!
