Connecticut
Adult-use marijuana sales rose in March to $16 million after two months of declines, according
to data from the Connecticut Department of Health and Human Services. Medical marijuana
sales totaled $8.6 million during the same period.
The rebound in adult-use sales was welcome news for the industry. According to New Haven
TV station WTNH, an increase in cannabis shopping over the holidays led to product shortages
and limited variety early in the year.
But problems with Connecticut's adult-use program, which launched in January 2023, were
reported before the holidays. Medical marijuana sales fell in March for the third straight month,
although slowing MMJ sales are typical after states introduce adult-use marijuana sales.
Delaware
The launch of regulated adult-use cannabis sales in the state has been pushed back to 2025
because marijuana retail and lab-testing licenses won't be awarded until March 2025, Delaware
Public Media reported.
The state's timeline initially indicated licenses would be issued in November 2024, but Marijuana
Commissioner Robert Coupe said the commission is still discussing how best to award
adult-use licenses. Coupe's office is considering a lottery system and delaying the transition
of current medical cannabis dispensary licenses to adult use until new retail entrants also can
receive permits.
" It's good for fairness and the competition; it's good for the market, " Coupe told Delaware
Public Media.
The Marijuana Control Act became law in 2023. Until adult-use sales begin in Delaware,
state lawmakers are working to expand the medical cannabis program.
Florida
The state is poised to become the next market to legalize adult-use marijuana after the Florida
Supreme Court ruled that an industry-funded initiative will appear on voters' November ballots.
Lawyers for state Attorney General Ashley Moody had argued the Smart & Safe Florida
initiative, known as Amendment 3, was misleading to voters. They also argued that it would
unfairly entrench the market dominance of Tallahassee-based marijuana multistate operator
Trulieve Cannabis Corp., which has contributed more than $40 million toward the effort.
But in a 5-2 decision, the Florida Supreme Court ruled that the measure indeed " conforms "
to state constitutional requirements.
" In light of those limited considerations, we approve the proposed amendment for placement
on the ballot, " the justices wrote.
If passed by 60% of voters in November, Amendment 3 would allow recreational cannabis
sales at existing medical marijuana treatment centers. The Florida Legislature would have the
authority to later pass laws allowing other businesses to enter the adult-use market.
