This seat was once held by one of Congress' biggest marijuana advocates-and an MMJ user himself-Dana
Rohrabacher.
The pro-marijuana Republican retired in 2019 and was succeeded by anti-marijuana Republican Michelle Steel,
who has voted against SAFE Banking, the MORE Act and most other marijuana reform legislation. She also voted
against expunging past marijuana-related convictions but in favor of expanding medical cannabis research.
Steel is being challenged by Derek Tran, a consumer-rights attorney whose position on marijuana is not known.

Scott Baugh (R)
An important race to replace attorney Katie Porter,
a marijuana reform ally who vacated the seat to vie,
unsuccessfully, to succeed Dianne Feinstein in the U.S. Senate.
Porter, who will teach at the University of California Irvine
School of Law, was a member of the Congressional Cannabis
Caucus; she co-sponsored the MORE Act and received an A
from NORML.
Who will replace such an outspoken advocate?
Porter's seat is being contested by Democrat Dave Min,
who generally voted in favor of cannabis as a state assembly
member from District 37.
Min faces Republican Scott Baugh, the 1999-2000
Republican assembly leader and 2004-15 chair of the Orange
Country Republican Party. According to NORML, Baugh had a mixed record on marijuana issues in the Legislature.

Matt Gunderson (R)
Mike Levin co-sponsored the MORE Act and
voted in favor of SAFE Banking and other
marijuana reform measures. He is supported
by San Diego-area cannabis reform groups.
Levin faces Republican Matt Gunderson,
an auto dealership owner whose position on
cannabis is not known.
