seeks to act on lessons
learned from medical
marijuana rollout

aryland's new recreational
cannabis law will take effect
July 1, 2023, but there is only
a slim chance that the new recreational
market it creates will launch before the
end of 2023.
LATE START LIKELY
Most observers don't expect regulated
marijuana sales to begin until 2024
or 2025.
For starters, Maryland legislators still
must develop regulations for the new
recreational program. And given the
uproar during medical marijuana licensing
in 2015, when Black applicants
received only a tiny fraction of more
than 100 marijuana business licenses,
legislators are expected to take their
time so they don't make mistakes or
appear to rush a licensing plan.
" There's a wide gap and agreement
in the Legislature as to what ... the
regulatory aspects should look like, "
said John Kane, executive director
of the Maryland Minority Cannabis
Business Association.

" Minority communities are still
angry about 2015. ... When you look
at the mistakes that were made in the
past, Maryland's going to be very, very
deliberate in terms of making sure it
gets it right. "
MEDICAL JUMP-START
One way the adult-use program
could launch early would be to license
existing medical license holders
to operate in the recreational
cannabis space.
" Maryland has a very healthy medical
program, and they absolutely could just
turn the spigot on for medical to sell
adult use, and they could do it quickly, "
said Bob Wagener, senior vice president
of business development for Coloradoheadquartered
consulting firm Canna
Advisors. " It'd be easy for Maryland to
get adult use up and running. "
