Show Me an Adult-Use Market
Missouri's recreational marijuana program will likely be limited
to medical and microbusiness license holders for the near term

issouri has built a thriving
medical marijuana market,
which has earned more than
a half-billion dollars in sales since
launching in October 2020-and stakeholders
believe the state's recreational
market can be at least as impressive.
" I think it can be close to a billiondollar
market, " said John Mueller, CEO
of Greenlight, a multistate marijuana
company with medical operations in
Missouri.
Mueller said Missourians in the
eastern part of the state currently travel
to Illinois to buy regulated cannabis
but will now likely make purchases
in Missouri, where the taxes will be
significantly lower.
" We've got a significant amount of
canopy already pre-authorized here, a
good spread of 190 dispensaries across
the state that are open and operating.
We had 95% of people that won licenses
actually get their businesses up and
operating, " Muller said.
Indeed, it was the potential of
Missouri's recreational market that
attracted Oregon-based edibles
maker Grön, which set up a licensing
agreement with a local manufacturer.
" Whenever we look at markets, there's
a window of opportunity when it's
strategically primed for entering, and
you only get that one window, " Grön
founder and CEO Christine Smith said.
" When we looked at Missouri,
we took a leap of faith that we'd see
recreational pass, " she said. " We
strategically entered Missouri late
(last) summer so that we were primed
and ready and on shelves prior to
recreational hitting. "

The first crack at recreational sales
will go to existing medical operators,
a move that has triggered opposition
from some quarters.
Critics had charged that the ballot
initiative, as written, would exclude
minorities and give dozens of existing
medical marijuana operators in the state
a head start over smaller businesses
and new entrants-essentially creating a
monopoly.
The Department of Health and Senior
Services (DHSS) will give existing
medical operators the right to engage
in recreational operations-marijuana
cultivation, manufacturing and
retail-and allow them to begin adultuse
sales in early February.
For the first 18 months of
the recreational program, the
department will issue licenses only
to medical marijuana businesses
that wish to participate in the
recreational market-and to so-called
microbusinesses.
" Most states will take anywhere
from three months to a year after a
vote to get the processes in place for
adult use. I think this is one state
