evon Brubaker has spent his whole career
in aviation, absorbing as much knowledge
as he could from all the different facets of the
industry that he's had his hands in. He now
applies all that he's learned as the airport director
of the Southwest Wyoming Regional Airport
(RKS).
"A lot of airport managers haven't had the
opportunity to work on a boiler or rewire
airfield lights; things that I'm really excited
that I have experience doing so when my guys
are out there doing those things, I get to go
out there and work with them," Brubaker said.

Brubaker has been instrumental in securing
numerous grants, allowing the airport to have
safe, updated and cost effective equipment and
facilities, ensuring that the airport is always

If I could change one thing about the aviation
industry: I would love to see the recent changes in
the relationships between regulatory agencies and
airports continue to evolve and grow into stronger
partnerships

JENNY ANN URBAN, LL.M., JD, MBA

J

enny Ann Urban has always been interested
in the travel industry. She traveled with her
family growing up and when she was in law
school, Urban was fortunate enough to be the
research assistant to the lead attorney on the
USAID Advancing Philippine Competitive
Project Grant, which was focused on aviation.
Working on the legal issues involved in this
project solidified her desire to pursue a career
in the aviation industry.
"There's never going to be a boring day in
aviation," she said. "There's always something
you can learn and always something that you
can strive to make better."
As director of aviation relations and
compliance at CLEAR, Urban supports

Recently, Brubaker helped facilitate the
construction of a new $5.8 million general
aviation complex for the airport owned
and operated FBO, Sweetwater
Aviation, with a creative funding
model that kept the local cost
low. Brubaker's professional
knowledge and his vision of
what can be has led RKS into the
future, eliminating the antiquated
facilities, equipment and mindset
with innovative solutions, stateof-the-art facilities and modern
equipment.
"I couldn't be happier where I'm at. I
absolutely love my job. It's not even a job. I
wake up every morning and get to go do my
hobby and I'm one of the unique individuals
who gets to say I don't look forward to Fridays,
I'm always looking forward to Mondays,"

engagement with a variety of airport
administrators and federal agencies. Her duties
include working with external stakeholders,
coordinating with the operations team
to enhance the effectiveness of its field
partnerships and designing internal audit/
compliance review policy and schedule -
all while managing airport, airline and
Transportation Security Administration (TSA)
audits of CLEAR's operations.
In addition to supporting CLEAR's current
partnerships and regulatory compliance across
its network, Urban has played an important
role in facilitating CLEAR's expansion into
five new airports.

interested in aviation law, she has had an extraordinary
career helping write and amend aviation laws across the
world to ensure a safer global industry
My favorite thing about aviation is: How it is the link
between not only locations, but communities and cultures

"I truly love getting to work with such a
diverse group," she said. " It's wonderful to
be able to figure out how to best partner with
stakeholders throughout the country."
Prior to joining the company,
Urban served as an aviation
associate at two international
law firms, where she counseled a
wide array of clients on complex
aviation issues. Her knowledge of
aviation law empowered Urban to
work with major U.S. and foreign
passenger and cargo airlines,
entities involved in the commercial
use of drones and other stakeholders on
compliance.
Urban's dedication to her clients led
her to accumulate several critical skills. In
one instance, Urban's drive to enhance the
drone-related advice she provided to clients
led her to take and pass the FAA's aeronautical
knowledge test and earned a Remote Pilot -
Small Unmanned Aircraft Systems license.
