As director of maintenance for SORTA, Jeff
Mundstock is responsible for all fleet and facility
maintenance. Throughout 2020, he contributed
to key initiatives while responding to the
unprecedented maintenance demands brought
on by the COVID-19 pandemic.

For example, in his previous role of manager
of technical operations, Mundstock
led the revision and implementation of an
improved maintenance apprenticeship program.
Through his vision, SORTA can now
identify and develop internal talent to find
future top-level technicians. He was also
instrumental in creating a pilot four-day
work week for technicians and supervisors
in the heavy repair division and body shop,
which has paid off through increased productivity
and improved employee morale.
As the project manager responsible for
the design and acquisition of new buses,
Mundstock's efforts led to upgrades that
focus on a better experience for customers
and operators while continuing to
enhance fleet safety. He has served as a key
team member in the development of the
" No-Low " emission fleet and infrastructure
planning and has led the procurement of
two bus builds and orders. Mundstock also
led the installation of upgraded passenger
seating and on-board monitors that display

Since COVID-19 began, Mundstock has been
leading the design and fabrication of custom-made
operator barriers. These were
designed, constructed and installed in-house,
shortening production time. Mundstock
helped guide SORTA in its selection of an
EPA-rated Tier 1 disinfectant and helped pilot
and manage the installation of hand sanitizing
stations through SORTA's workplaces, as well
as on all fixed-route buses. With these accomplishments,
SORTA staff credit Mundstock's
efforts, talent and dedication to bettering
service reliability to levels not seen in years.

Paul Nelson
Transportation Director
Clarksville Transit
System (CTS)
Paul Nelson has been rising through the
city of Clarksville, Tenn., government ranks
since beginning in the Finance and Revenue
Department as an accounting intern in 2012.
Since then, he progressed to full time accountant
with the Clarksville Transit System
(CTS) before moving on to business and grants
analyst then to transportation manager and
transportation director in July of 2019.
Since becoming transportation director,
Nelson has created new positions to segregate
the duties of procurement, planning
and grants. This change has allowed CTS
to become more flexible to service needs
and complete projects in half the time. This
responsiveness and flexibility, coupled with
CTS' new ETA software system and real-time
information website and phone application,
increases customer satisfaction, provides never
before realized service data and brings CTS
into the 21st century with passenger counters,
LED displays, voice announcements, online
paratransit scheduling and the introduction of
digital driver manifests. Continuing the agency's
technological momentum, CTS will also
launch a new transit planning software and
cashless fare collection option very soon.
In the past two years, CTS has increased the
number of passenger shelters by more than 30
percent. In 2019, the department completed

a needed renovation to its downtown transit
center and is in the planning stages for a
new transit facility that will house the department's
growth for years to come, as well as an
expansion hub on the north side of the city.
Nelson's focus is always on gaining knowledge
and being accurate and precise. He
has budgeted to send all his accounting
staff through Certified Municipal Financial
Officer courses and CTS has invested in
certifications throughout the organization.
All this training and education paid off
handsomely in April when CTS received
its first ever zero finding triennial review.
Nelson also sits on the board of
directors for the Tennessee Public
Transportation Association and is a graduate
of Leadership Clarksville and the
Transit Citizen Leadership Academy.
Fast Fact: Nelson's push to nurture,
train and develop CTS staff is credited with
the agency achieving its first zero finding
triennial review.
