PUBLIC SEMINAR: "SECTION 8 ISSUES IN LANDLORD TENANT MATTERS" ...
Members of the community and lawyers attended a free seminar on
SECTION 8 ISSUES IN LANDLORD TENANT MATTERS sponsored by the
Magisterial District Judges' Committee of the Delaware County Bar Association.
April. Estimated attendance between 55 and 60 at the Upper
Darby Watkins Center in Upper Darby. A great turnout given
that there was a Flyer's playoff game! Comments were all
positive and attendees inquired as to whether the same seminar
would be held in other parts of Delaware County. "The seminar
was terrific and the audience comprised of a diverse group
with great interest in landlord/tenant matters. The panel was
excellent and very informative ... Take it on the road!!"
"SECTION 8 ISSUES IN LANDLORD TENANT
MATTERS"... The Housing Choice Voucher Program, also
known as the "Section 8 Voucher Program" after the section
of the U.S. Housing Act that authorizes it, is the largest federal
low-income housing assistance program. Families who are

awarded vouchers use them to help pay the cost of renting
housing on the open market. Most vouchers are provided to
particular tenants to live where they choose, therefore, various
issues arise for the landlords and tenants involved in this
program. This seminar covered eligibility for the voucher
program, tenants' responsibilities, landlords' responsibilities and
common misconceptions about the program. The panel included
Christina Drzal, Esq., from Legal Aid of Southeastern PA
(LASP); Laura D. Blackburn, Director Housing Choice Voucher
Program, Delaware County Housing Authority; Lee Stivale,
Esq., Stivale Law Offices; and Co-Chairs of the Magisterial
District Judges' Committee, Judge Christopher Mattox, District
Judge, Upper Darby; and Judge Deborah Krull, Media, who
moderated. *
