to the community and to the medical
profession, was Stephen T. Olin, MD.
The Benjamin Rush Award was presented to Kids Kamp (a component of
Compass Mark) and David H. Bender,
the former executive director of Compass
Mark, for their work guiding individuals
toward healthy, successful lives, free from
addiction. Bender initiated Kids Kamp, a
weeklong camping experience, in the early
1980s. This special outdoor experience
targets middle and high school aged youth
and provides education and prevention
strategies, reaching them before the cycle
of addiction can take hold.
Dr. Olin, who served as a primary care
physician in our community for 42 years,
recently retired from Lancaster General
Health Penn Medicine.
Also honored during the evening's
festivities was Dr. Philip M. Bayliss. Dr.
Bayliss received the Edward Hand Award,
presented to a physician or layperson
for his or her outstanding work in the
health care field. Dr. Bayliss was lauded
for his dedication and the heartfelt care
he provides to his often high-risk, pregnant patients, his teaching and sharing of
expertise with others in the field, and his
work outside of the medical profession
to raise funds and awareness for cancer
patients and their families through his
annual bike ride, Bide Towards a Cure.
The honoree of the 2017 Distinguished
Service Award, presented to a member or

Medical Society for outstanding service
A member of the LCCMS board since
1979, Dr. Olin served as the board president
in 2000 and continues to contribute much
time, energy, and leadership to the organization in his current role of board treasurer.
Dr. Olin graduated from Boston University School of Medicine and completed
a residency at Lancaster General Hospital
and a fellowship at Temple University
School of Medicine. He held numerous
positions at Lancaster General over
the years and is highly regarded for his
knowledge of clinical medicine, health
care policy, and health care regulations.
Dr. Olin continues to maintain a busy
schedule, providing consulting services,
mentoring early career physicians, and
volunteering in the community.
The evening's presentations also included
an update on the Care Centered Collaborative (CCC), shared by Dr. Jaan Sidorov,
President & CEO of the PAMED subsidiary. CCC supports the provision of
value-based care by Pennsylvania physicians.

in the federal government's Quality Payment Program (QPP). Established by the
landmark Medicare Access and CHIP
Reauthorization Act of 2015 ("MACRA"),
QPP is designed to promote high-quality
health care for Medicare beneficiaries.
In addition to fostering excellence in
QPP, Care Centered Collaborative will
partner with physicians to gain greater
efficiencies to build superior access
to care and services for Pennsylvania's
patients. Areas of focus include accurate
insurance claims handling, care management services, and health informatics
technology. Joint programs designed to
improve patient care with other health
care organizations are also planned.
The keynote address, offered by Harold Miller, described the choices about
"value-based payment" that physicians
will face over the next several years and
what physicians need to do now to choose
the path that will be most favorable for
them and their patients. He explained
how well-designed physician-focused
alternative payment models can enable
physicians to deliver better care to the
patients and help control high-growth
health care spending in a way that makes
medical practice more enjoyable and
financially viable.
