Medical Marijuana
Informational Program

O
n February 15, 2018, the Philadelphia County Medical Society
(PCMS) held a two-hour informational program with over 30
physicians and health care professionals attending, to learn more about
the implementation of Pennsylvania's Medical Marijuana Porgram and how
it might impact their practices. It was noted that physician participation in
Pennsylvania's medical marijuana program is not required and purely voluntary.

Gail Groves Scott, MPH, manager of the Substance Use Disorders Institute
at University of the Sciences, provided a brief overview of the federal and
state law as these relate to medical marijuana. Ms. Scott explained the process
for physicians to become eligible to recommend medical marijuana in the
state and just how patients and caregivers would connect. Physicians would
need to have an active medical license and be qualified to treat at least one of
the 17 serious medical conditions. Additionally, there are ongoing physician
responsibilities such as: immediately notify DOH in writing if the patient no
longer has a serious medical condition for which the certification was issued
or that medical marijuana would no longer be therapeutic or palliative for
the patient or if the patient has died. Patients must be under continuing
care and the medical marijuana patient certificate is valid for up to one year.
Physician may revoke the patient certification at any time.
Pennsylvania allows medical marijuana for those with one of 17 qualifying
conditions, including AIDS, autism, cancer, epilepsy, post-traumatic stress
disorder, chronic pain and Crohn's disease. The 2016 state law restricts the
drug to pills, oils, vapor and liquid marijuana, but not in smokable form or
what are considered edibles.
