WEST READING STREETSCAPE
PROJECT UNDERWAY
I
t's not uncommon for a commercial district to install attractive
and unique streetscape designs in order to give shoppers a
more pleasant experience, but the West Reading Elm Street
program is bringing that idea into older, residential neighborhoods
as part of its revitalization efforts. This summer they are replacing
curbs and sidewalks and installing their own "signature" brick-lined
curvilinear grass medians with new trees along the western side of
South Sixth Avenue between Cherry Street and Wayne Avenue.
The project, according to Dean L. Rohrbach, West Reading
Elm Street program manager, will accomplish several goals. The
first is to upgrade these three blocks, which have deteriorated
with age and are unsafe and unsightly.
Next, the project will link West Reading's Main Street area to
Reading Health System, and add six new handicap ramps that
meet current federal standards.
Presently, cement extends from owners' property lines to the
curb, but adding grass medians will allow rain water to soak into
the ground instead of running off into the street, Rohrbach
explained. Also, putting the sidewalk rain troughs underground
will eliminate a tripping hazard for pedestrians that occurs during
winter months with ice freezing and thawing.

Finally, Rohrbach said, the project will add beauty by making
the neighborhood a place that is special and inviting.
According to a borough ordinance, curbs and sidewalks are the
responsibility of property owners, but the Elm Street program
has arranged financing to address the problems, make the area
more attractive to new homebuyers and stabilize property values.
Rohrbach stressed the importance of people recognizing both
private sector investment in their properties, and public sector
investment in infrastructure to combat blighting influences and
negative perceptions.

This project builds on similar "signature" streetscape projects
West Reading Elm Street has already completed, all of which
run perpendicular to the Penn Avenue commercial area and into
residential neighborhoods on the first block of South Seventh
Avenue, the 100 block of South Fifth Avenue, and the 200 block
of South Third Avenue.
