The FSAR for the coal tars group was also published along
with the RM approach and Order adding six substances in
the group to Schedule I of CEPA. The RM approach proposed
instruments that would prohibit the import, manufacture, and
sale of coal tar-based sealant products in Canada along with a
P2 Plan for emissions from coal tar refining. CPCA contacted
ECCC regarding the status of potential RM action towards
certain industrial adhesives and sealants. ECCC indicated that
a consultation document on the proposed RM approach will be
published in Fall 2021. Officials reiterated what is indicated in
the Approach re: prohibition of sealants products. CPCA intends
to submit comments.
The Final Screening Assessment for the Anthraquinones
Group was also published; Only Solvent Violet 13 (CASRN
81-48-1) is proposed toxic for addition to Schedule 1 of CEPA.
However, all seven substances in the Anthraquinones group are
known or suspected of being used in various paint and coatings
products. The RM approach targets the use of Solvent Violet 13
in cosmetics by adding it as a prohibited or restricted ingredient.
Follow-up activities may be considered in the future to track
the commercial status or identify new uses of the remaining six
substances in the group.
The FSAR for Phenol, 4-chloro-3-methyl (Chlorocresol,
CASRN 59-50-7) concluded that the substance is CEPA Toxic.
The targeted sector in the Risk Management Approach is
cosmetics and specifically body lotions.
All three substances in the Triazines and Triazoles group were
found to not meet the toxicity criteria, but follow-up activities
could be considered if use or import volumes were to increase.
Only CASRN 3089-11-0 is known to be used in the CASE sector.
Finally, CPCA asked members to review uses of
2-mercaptobenzothiazole (MBT) and its
precursors which
could be restricted by the RM approach. The Draft Screening
Assessment for the Benzotriazoles & Benzothiazoles group was
published in March. The nine benzotriazoles did not meet the
toxicity criteria, but the benzothiazole subgroup including MBT
(CASRN 149-30-4) and its derivatives were proposed CEPAtoxic
due to risk of harming the environment. The proposal also
targets an extended list of 14 benzothiazole derivatives that
may also contribute to the release of MBT, and it appears that
some CPCA members may be using some of these substances.
Although the proposed risk management objective for MBT and
the benzothiazoles is unlikely to directly affect coatings, sealants
or adhesives products specifically, CPCA members using these
substances should follow the risk management approach and the
development of these instruments.
