S. M.:: The import company already carries a heavy load. The
analysis of the risk implies answering multiple questions. It
is necessary to go to ports of origin or factories to pinpoint
the problems in the best possible way. One has to be sure of
what one buys. If the price offered is unusually cheaper, it is a
clue. The guide which we published ((frame

fishing makes it easier to analyse the situation. The professionnal must then adapt its monitoring plan.

C'est le premier accord international contraignant pour la pêche illégale,
30 pays et l'Union européenne l'ont déjà ratifié en juin 2016. L'accord FAO
indique les mesures de contrôle portuaire et prévoit de refuser l'accès des
ports aux navires suspects. Les bateaux étrangers ne peuvent débarquer que
dans les ports listés par les pays ayant ratifié l'accord. Ils se soumettent aux
inspections et apportent la preuve de leurs droits de pêche.
Dans la traque du Thunder, célèbre chalutier pirate, Interpol a coordonné
l'action d'une trentaine de pays. Le navire pirate venant d'Australie s'est vu
refuser l'accès aux ports, les uns après les autres. Il n'a pas eu d'autre choix
que de se saborder.

S. M. : Il faut mettre en avant, auprès des États, des initiatives
comme le registre unique de navires avec un numéro de l'Organisation maritime internationale. Les inciter à ratifier les mesures du
ressort de l'État du port, premier accord international de la FAO
contre la pêche illégale. Idem avec la convention OIT 188 sur le
travail en mer, une base très claire, très complète pour contrôler
les problèmes de travail forcé. Dans l'absolu, le combat contre la
pêche INN supposerait une surveillance satellitaire universelle, et
même des cartes où l'on voit les navires se promener, en temps
réel ! ■

What should be emphasized in order to fight illegal fishing
in a better way?
A. L.:: An asserted political will to reinforce transparency, the
exchange of data, the avoidance of duplication of States, NGO's
and agencies actions, and the allocation of funds. This requires
time but that is the foundation of an efficient fight.
S. V.:: Advanced and consistent international collaboration is
crucial. We must convince States and import companies of the
merits of fighting illegal fishing by insisting on the beneficial
effects of a clean industry. Public pressure should not weaken,
including towards consumers: if the buyer boycotts the product, the source simply dries up.

S. M.:: States must be encouraged to resort to initiatives like
the unique register of vessels with an International Maritime
Organization number. They must be persuaded to ratify measures concerning the State of which the port depends, the
first international agreement of FAO to fight illegal fishing. The
same happens with the OIT 188 convention concerning work
at sea, a very clear and comprehensive basis to control forced labour issues. Intrinsically, the fight against illegal fishing
would require universal satellite surveillance, and even maps
where it should be possible to follow the navigation of vessels in real time! ■

This is the first international agreement restricting
illegal fishing, 30 countries and the European Union
have already ratified it in June 2016. The FAO agreement
indicates the port control measures and organizes the
possibility of denying the access of suspect vessels to
the port. Foreign boats can only unload in the ports
listed by the countries which ratified the agreement.
They submit to inspections and must provide evidence
of their fishing rights. When tracking the Thunder, this
famous pirate trawler boat, Interpol coordinated the
actions of thirty or so countries. The pirate vessel from
Australia was denied access to the ports, one after the
other. It has not had any other choice than to scuttle
the boat.
