En 2014, il a été décidé : dans un premier temps de réformer le LIBOR
(et ses équivalents) pour s'assurer qu'ils reflètent autant que possible les
transactions réelles et dans un second temps d'élaborer des taux sans
risque alternatifs (RFR : Risk Free-Rate) avant la fin de 2021.
Quid du LIBOR ?
Les London Interbank Offered Rates (LIBOR) sont des taux d'intérêt
censés refléter les taux auxquels les banques prêtent et empruntent les
unes aux autres sur le marché interbancaire. Historiquement, ils étaient
basés sur des estimations faites par un panel de banques à partir de leurs
transactions. Jusqu'à récemment, le LIBOR était calculé et publié quotidiennement
pour un certain nombre de devises (USD, EUR, JPY, CHF
et GBP) et diverses échéances (jour le jour, une semaine et 1-2-3-6 et
12 mois) par l'Intercontinental Exchange Benchmark Administration
(IBA).
Ces taux LIBOR ont été largement utilisés comme taux de référence
pour un grand nombre de produits structurés.
La réforme a abouti à ce que le LIBOR soit progressivement éliminé. Les
taux GBP, EUR, JPY, CHF et certains taux USD LIBOR ont cessé
d'être publiés, ou ont cessé d'être publiés à titre représentatif, à la fin de
2021. Les taux LIBOR restant en USD ont cessé d'être publiés, ou ont
cessé d'être publiés sur une base représentative, en juin 2023.
À quoi correspondent les taux sans risque ? (RFR : Risk-Free Rate)
Les RFR sont des taux d'intérêt de référence au jour le jour perçus
comme : (i) plus représentatifs et plus fiables/moins susceptibles d'être
manipulés qu'un IBOR et (ii) plus appropriés que le LIBOR pour une
utilisation dans certains produits.
Contrairement au LIBOR, les RFR sont des taux au jour le jour basés sur
des transactions réelles, tandis que le LIBOR est un taux à terme qui
repose, en partie, sur les estimations des banques.
Comment les taux à terme des RFR sont-ils élaborés ?
Les taux sans risque sont basés sur une méthodologie de calcul au jour le
jour, c'est-à-dire de type rétrospectif.
Ce point est important car les taux RFR à terme sont calculés en composant
le taux du financement à un jour sur la durée définie. Cela signifie
que les montants des paiements ne sont connus qu'à la fin de la période,
une fois le dernier taux à un jour connu. Pour le Libor c'était l'inverse,
celui-ci était connu en début de période, permettant ainsi de connaitre en
avance le montant du paiement versé à la fin de la période correspondante.
