Working Time and Work Intensity in Portuguese Courts
II. 1. Survey by Questionnaire
For this survey, an online self-completion questionnaire was sent to all (10,978)
professionals working in courts on December 31, 2020, with the collaboration of the
governing and management bodies of the judiciary (high councils) and other relevant
entities of the justice system (professional associations and unions). It achieved a
significant response rate of 16.2% (1,780 responses).46 In terms of judicial district
court personnel, the focus of this article, the response rate is 15.3% (Table 1).

The respondents to the survey are more or less evenly distributed among the three
judicial professions, with public prosecutors reaching the highest response rate
(18.1%), closely followed by judges (17.6%), with court clerks having the lowest
rate of participation (14.3%). The survey presents a distribution by profession and
sex similar to the realm of judges, public prosecutors and court clerks (Figures 1
and 2). Respondents are mainly women (62.6%), with a slight overrepresentation
of female public prosecutors (Figure 2).

46. After sending a questionnaire link to all potential respondents, we did not undertake a sampling
procedure. The group of respondents who completed the questionnaire is the closest possible to a
non-probabilistic convenience sample.
