consulter les bases de données-fichiers 24 heures sur 24. C'est par le même
réseau protégé, sorte d'internet fermé, que les BCN alimentent, remettent
à jour les fichiers d'Interpol, échangent les informations entre eux et avec
les structures de l'organisation internationale.

B. Les fichiers opérationnels
Les fichiers sont les outils essentiels et indispensables à l'action
d'Interpol. Ils relèvent de deux catégories. Ils servent en premier lieu à
collecter, à diffuser mondialement les informations relatives aux personnes
signalées ou recherchées comme étant des criminels à identifier, localiser
ou arrêter, les informations sur les moyens utilisés par les délinquants, les
armes spécialement, les modus operandi, le niveau de dangerosité, les objets
et documents volés, contrefaits (véhicules, objets d'art, passeports et documents administratifs...). Il s'agit des fichiers de base, des fichiers généraux.
en second lieu, il existe des fichiers d'analyse criminelle pour connaître
les caractéristiques, les évolutions, les tendances de la criminalité, identifier
les menaces, déterminer les profils des délinquants, connaître les modes
d'action, les financements et les organisations (réseaux et circuits géographiques). L'exploitation des informations de ces fichiers sert à évaluer, à
organiser, à coordonner l'action policière nationale et internationale, à
informer les décisionnaires de haut niveau pour concevoir des politiques
d'intervention, à former des policiers, à agir sur le terrain par des opérations
policières ciblées, d'envergure et internationales. Ces fichiers d'analyse
criminelle et leur exploitation par des experts policiers et autres sont le
fondement de la valeur ajoutée unique, peu connue, apportée par Interpol
aux polices des États membres dans leur lutte contre toutes les formes de
criminalité. on estime à 17 le nombre actuel de fichiers à finalité policière
au sein d'Interpol.
Les fichiers de base servent à l'activité principale et permanente, à savoir
permettre la coopération policière internationale par la mise en commun et
l'échange d'informations, spécialement quand elles concernent des délinquants recherchés par une ou des polices nationales. Ils servent aussi à
produire des messages entre les BCN ou avec les services d'Interpol, ou
des documents d'alerte ou de demande de coopération comme les notices
et les diffusions.
Les principaux fichiers de base sont les suivants :
- la base de données nominatives (ICIS, Interpol criminal information
system) : sorte de pot commun des polices nationales, elle contient les
informations sur les personnes recherchées, les malfaiteurs signalés, les
personnes disparues. Le nombre de recherches effectuées a quadruplé
