particulièrement difficile à définir voire même un
sujet totalement énigmatique sans un minimum
de repères. Si c'est bien souvent contre l'injustice
fiscale que se dressent aujourd'hui ou se sont dressés
dans le passé des individus ou des groupes, et si
chacun s'accorde pour associer justice et égalité fiscale, le désaccord surgit immédiatement lorsqu'il
s'agit d'aller plus avant c'est-à-dire d'en définir un
sens partagé. Il ne peut en résulter que des débats
sans fin, des discours parallèles et des incompréhensions reflétant une diversité d'intérêts qui ne se
rejoignent que dans des propos ou des comportements de refus. Sans une identification préalable et
débattue des grandes conceptions de la justice fiscale en présence, reflets d'une vision de la société,
aucun sens commun ne peut se dégager.
En l'absence de débat2, ces conceptions, toujours
sous-jacentes aux discours sur la justice fiscale, n'ont
jamais été explicitement formulées. On peut s'étonner du reste qu'il ait fallu attendre une révolte, celle
des « gilets jaunes », pour qu'un thème aussi essentiel fasse l'objet d'une tentative de mise à plat. Tout
se passe comme si la complexité croissante de notre
société combinée à un manque d'audace intellectuelle semblait interdire toute approche d'envergure
et ramener toute réflexion à des niveaux limités et
techniques. Dès lors il n'est pas surprenant que dans
un tel contexte la notion de justice fiscale apparaisse
