Short Takes continued from previous page Reminder: HIS Implementation to Begin July 1 As NHPCO shared with members this past August (Regulatory Alert (8/6/13), implementation of the Hospice Item Set (HIS) will begin on July 1, 2014. Put simply, the HIS is a standardized mechanism (or tool) for abstracting data from the medical record, specifically data CMS will use to calculate the following seven process measures: 1 NQF 1617: Patients treated with an opioid who are given a bowel regimen 2 NQF 1634: Pain Screening 3 NQF 1637: Pain Assessment 4 NQF 1638: Dyspnea Treatment 5 NQF 1639: Dyspnea Screening 6 NQF 1641: Treatment Preferences 7 Modified NQF 1647: Beliefs/Values Addressed (if desired by the patient) CMS is requiring that providers begin using the HIS for each patient admitted to hospice on or after July 1, 2014. Data submission will occur on a rolling basis, between July 1 and December 31, 2014. Note too that hospices which fail to report the data via the HIS system within this timeframe will incur a 2 percent market basket reduction for FY2016 (starting October 1, 2015). 24 NHPCO NewsLine What Should You Be Doing Now? In its HIS Fact Sheet, CMS recommends that hospices begin to map items currently in their clinical record to items in the HIS, adding any unaccounted for HIS items to the clinical record. This will ensure that hospices are able to extract the required data for submission. What Training is Available? As NHPCO reported in the weekly e-newsletter, NewsBriefs, CMS hosted its first HIS provider training earlier this month, and NHPCO will share any helpful information from the training on the Quality Reporting webpage. However, CMS will also offer the training in May; the dates, once announced, should be posted on the CMS Quality Reporting Spotlight and Announcement webpage.
