Taking Another Look
Rules changes for the upcoming season provide
a new look at old views.

he USGA and R&A are reviewing and revising the golf
rules on a continual basis. This past November, the
game's governing bodies announced revisions to the
2012-2013 edition of Decisions on the Rules of Golf. The changes,
which are part of a two-year review cycle, became effective on
January 1, 2014.
" The Rules of Golf are constantly evolving, " says Thomas Pagel,
USGA senior director of the Rules of Golf. " The Decisions
review process is an opportunity to continue to help make the
game more understandable and accessible for players, offi cials
and others who participate in the game. "
Several noteworthy decisions changes for 2014-2015 offer a
new way of looking at some old rules.
New Decision 14-3/18
confi rms that players can
access reports on weather
conditions on a smartphone
during a round without
breac hing the Rules. Players
are permitted to access
information on the threat
of an impending storm in
order to protect their own
safety. While the change will
likely increase the number
and use of cellphones on the
course, it is a smart and safe
decision.
New Decision 18/4 provides
that, where enhanced
tec hnological evidence (e.g.
H DTV, digital recording,
online visual media, etc.)
shows that a ball has left its
position and come to rest
in another location, the ball
will not be deemed to have
moved if that movement
was not reasonably
discernible to the naked
eye at the time. Another
change refl ecting the use of
advanced technology, this
change is a reversal, however,
of that march toward the new
age. It removes the H D eyein-the-sky
in televised events
and places responsibility for
monitoring breaches back on
onsite tournament offi cials.
Revised Decision 25 -
2/0.5 helps clarify when
a golf ball is considered
to be embedded in the
ground through the
use of illustrations. The
illustrations should take the
guesswork out of when a
ball is embedded and can be
dropped or when it is simply
lying deep in the grass. The
revised decision doesn't
change the defi nition of an
embedded ball but provides
visual guidelines for making
a determination on the ball's
lie.

Revised Decision 27 -
2a/1.5 allows a player to
go forward about 50 yards
without forfeiting his or her
right to go bac k and play a
provisional ball. Formerly,
a player had to declare and
play their provisional ball
before moving forward or
forfeit that opportunity.
The revision acknowledges
that players don't always
know their golf balls are lost
outside of a hazard or OB
until they have gone forward
to look. The rules-makers
hope to increase pace of play
by eliminating
longer treks back
for another shot.
