else in Norway, boasting
exciting new architecture
and a generous amount of
public space, " says Fossen.
But he notes the risks too.
" Some properties have
become so expensive, and so
polished, that I fear lack of
diversity. Urban city centers
also need older buildings,
like abandonded warehouses
and small shop streets,
where artists and creative
entrepreneurs can feel at
home, " he says. He cites
Amsterdam and Vancouver,
for example, where government
subsidies ensure that
students and artists can rent
inexpensive housing in newly
developed areas.
So far, Fossen is right. Bjørvika
is indeed a showcase for
oil-rich Norway's lofty ambitions.
The award-winning
Oslo Opera House became
an iconic landmark virtually
overnight when it opened in
2008. Its neighbor Barcode,
Oslo's redeveloped financial
district, creates a futuristic
and architecturally daring
skyline whose alternating
black and white towers
actually look like a barcode.
" Barcode will be to the building
industry what Formula 1
is to the auto industry, " says
Fossen. " Its groundbreaking
technology and design will
benefit all of us. "
Present Links to Past
Bjørvika's facelift is also
a political and cultural
experiment to link the city's
past to its future. A new
medieval park features
recently excavated ruins that
date back to the late 11th
century, when Bjørvika was
a bustling center of trade
and became the seat of the
bishop. The park traces
Bjørvika's history through
its growth and then demise
during the Black Plague in
the 13th century, then into
the 17th century, when fire
destroyed major parts of the
wooden city and prompted
the construction of a new
city (Christiania, eventually
renamed Oslo) west of
Bjørvika. The Bjørvika area
became a harbor, and as
Oslo grew into a dominant
economic city, Bjørvika
became the country's most
important seaport.

The medieval park also tells
the little-known story of
Eufemia, the daughter of a
German count, who in 1299
traveled to Norway to marry
Haakon Magnusson, later
King Haakon V. The first
queen to be seated in Oslo,
Eufemia reigned as Queen of
Norway from 1299 to 1312.
Her interest in European
literature, art, academia and
customs became Norway's
link to the great cultures of
continental Europe. Haakon
V and Eufemia also built the
first Norwegian royal fortress
and beside it the first Christian
church, Mariakirken (St.
Mary's Church), in Bjørvika.
